The onus is on all of us to ensure we are ready.”

Under-Secretary-General for Peace Operations Jean-Pierre Lacroix today (9 Sep) told the Security Council that United Nations peacekeeping operations “can only ever be as strong as the collective support of the UN membership.”

Briefing the Council during the annual open debate on UN peacekeeping, Lacroix said, “as geopolitical tensions have mounted, including here in this Council, and amid shifting global and regional dynamics, peacekeeping operations are increasingly unable to rely on Member States to act in a strong, unified manner.”

He told Council members that UN peacekeeping missions “are increasingly confronting drivers of conflict that have no borders, such as transnational organized crime, the illegal exploitation of natural resources and the impact of climate change.”

The peacekeeping Chief said, “non-state actors engaged in these illicit activities are also weaponizing cheap technologies such as improvised explosive devices and drones and are propagating disinformation and hate speech.”

He said, “peacekeeping has proven itself as a key tool of this Council, and it must continue to adapt to meet future challenges.”

In the run up to the next Peacekeeping Ministerial meeting, Lacroix said, “we will continue to explore the reforms and possible models that may enable UN Peacekeeping and peace operations more generally to address the evolving nature of conflict. The onus is on all of us to ensure we are ready.”

He told the Council the Summit of the Future will be a moment to re-appraise and re-affirm the inherent strengths that have made peacekeeping successful over eight decades.

Former High Commissioner for Human Rights and President and CEO of the International Peace Institute, Zeid Ra’ad Al Hussein, highlighted the central role he said the Secretary-General must play in peacekeeping.

He told Council members they “must allow the wound to determine the type of surgery required, as best understood by your most senior surgeon,” stressing that the Secretary General “is the person who leads the organization. It is the Secretary General who has the most complete grasp of the entire UN system. It is the Secretary General who also has the clearest vision of the strategic chess board."

The Jordanian diplomat said, “if you believe the Secretary General is capable of it. Then, respect his abilities, according mandate and send him. Listen to him, and then respond to the crisis accordingly."
