We were not only governed solely by our national interests, but we also pursued the priorities of the global majority. Our delegation was constructive in its approach and opened the dialog in the interest of compromise. Despite this, the final version of the Pact and its addendums still contains non-consensus and unacceptable elements. This does not foster the achievement of the stated goals of the Summit and is not conducive to the UN’s function.”

Speaking today (23 Sep) at the Summit of the Future, Sergey Vershinin, Russia's Deputy Minister of Foreign Affairs said, "we shouldn't forget that states' unity in combating fascism and the desire to cooperate in good faith to address global problems resulted in the establishment of the UN." He highlighted the need for political will to achieve consensus and advance shared security and development goals.

Russia played a significant role in drafting a Pact for the Future, according to Vershinin. However, he criticized the final document for not fully reflecting consensus positions. Vershinin said, "we cannot support wording that aims to undermine the intergovernmental nature of the UN."

Concluding his address, Vershinin underscored that Russia does not see itself bound by parts of the Summit's outcome documents that lacked consensus, saying, "they cannot be reproduced in other UN docs automatically. So they require additional painstaking consideration, as well as agreement thereon, on the part of member states with rigorous respect of their opinions and concerns."

World leaders adopted a Pact for the Future on Sunday (22 Sep) that includes a Global Digital Compact and a Declaration on Future Generations. The Pact covers a broad range of themes including peace and security, sustainable development, climate change, digital cooperation, human rights, gender, youth and future generations, and the transformation of global governance.
