As President Leblanc called for before the General Assembly – transitioning the MSS into a UN peacekeeping operation will further enhance stability by providing more reliable funding and expanding its capabilities. This step would also create a robust foundation for fostering political stability in Haiti.”

The UN Security Council unanimously adopted today (30 Sep) a resolution extending for one year the authorization for the Multinational Security Support (MSS) mission to Haiti, which inter alia aims to help quell rampant gang violence and re-establish security.
Addressing the security Council after the vote, Antonio Rodrigue, Permanent Representative of Haiti to the United Nations, said that despite the establishment of the MSS, “which has undoubtedly contributed to partially calming the security situation, we must admit that the challenges are still enormous and complex."
He continued, "It is clear that the mission, in its current state, still faces serious limitations. The financial and material support that the MSS greatly needs remains insufficient. Moreover, there is no doubt that the mission must be strengthened to be fully operational, and in this context, the transformation of the MSS into a United Nations peacekeeping operation appears not only necessary but urgent."
He stressed, "We firmly believe that such an approach is crucial to sustain the achievements of the MSS, strengthen national security, and create the necessary conditions for holding free and fair elections in the near future."
Also addressing the Council, Erastus Ekitela Lokaale, Permanent Representative of Kenya to the United Nations, said, “With the renewed mandate, the Mission is poised to create the conditions for the Haitian authorities to secure the country and undertake social and economic reconstruction. After the Council, ambassador Linda Thomas-Greenfield, Representative of the United States of America to the United Nations, joined by representatives of Ecuador, Haiti, Kenya, Jamaica - CARICOM liaison to the MSS mission delivered a statemen on resolution to renew the Haiti MMS mission's mandate.
She said, “Today’s unanimous adoption builds on the recent announcement of new UN sanctions listings, and we encourage the Haiti Sanctions Committee to take further steps to hold accountable those responsible for fueling gang violence.
