“As we all know, the International Court of Justice said that this illegal occupation has to be terminated as quickly as possible. The General Assembly said that means in twelve months. So if we want to end this occupation, then therefore countries should not be giving the tools to extend the life of this illegal occupation, such as weapons, to allow it to continue doing what they are doing against the Palestinian people living under occupation and even beyond, such as the case in Lebanon.”

11. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, State of Palestine:
“There is danger of destroying UNRWA, Israel is putting in place a legislative illegal matter against UNRWA, and although fictitiously, they said it will come into place three months from now. They are already implementing it by denying UNRWA internationals to receive visas. They're not allowing them to come to the occupied territories. They are denying them their rights and privileges, not allowing their shipment of food and whatever things that they bring into the occupied territory to serve the community of refugees. Therefore, they are implementing the illegal thing that they did, and we are discussing the next phase of our reaction in the General Assembly by resuming the 10th emergency session soon.”

Storyline

The Permanent Representatives of Türkiye and the State of Palestine delivered statements to members of press at the United Nations on Thursday (7 Nov), urging an immediate Halt to Arms Transfers to Israel, citing international concerns over escalating violence and violations of international law in Gaza and beyond.

Ahmet Yildiz, Türkiye’s Permanent Representative to the United Nations said, “This initiative reflects our great concern over the unprecedented escalation of violence and the blatant violations of international law in Gaza and the broader occupied Palestinian territories, including East Jerusalem, as well as in Lebanon and across the Middle East.”

Yildiz stated that on November 1, a letter was submitted, co-signed by 52 countries along with the Organization of Islamic Cooperation (OIC) and the Arab League, addressed to the Secretary-General, the President of the General Assembly, and the President of the Security Council. The letter calls for a suspension of arms transfers to Israel. Yildiz stated "In our letter, we collectively called for immediate steps to halt the provision of transfer of arms, munitions and related equipment to Israel as the occupying power, wherever there are reasonable grounds to suspect they may be used in the occupied Palestinian territory, including East Jerusalem.”

Yildiz also called on member states to fulfill their international obligations to protect civilians and work toward a permanent ceasefire.

Riyad Mansour, the Permanent Observer for the State of Palestine, echoed the call for international action, referencing a mandate from the International Court of Justice to end the occupation.

Mansour said, "As we all know, the International Court of Justice said that this illegal occupation has to be terminated as quickly as possible. The General Assembly said that means in twelve months. So, if we want to end this occupation, then therefore countries should not be giving the tools to extend the life of this illegal occupation, such as weapons, to allow it to continue doing what they are doing against the Palestinian people living under occupation and even beyond, such as the case in Lebanon.”

Mansour also highlighted actions taken by Israel that he described as undermining the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), suggesting that Israel is effectively implementing a policy to restrict the agency's operations.

"There is danger of destroying UNRWA," he said. "Israel is putting in place a legislative illegal matter against UNRWA, and although fictitiously, they said it will come into place three months from now. They are already implementing it by denying UNRWA internationals to receive visas. They're not allowing them to come to the occupied territories. They are denying them their rights and privileges, not allowing their shipment of food and whatever things that they bring into the occupied territory to serve the community of refugees."

Mansour also indicated that further actions would be discussed in the General Assembly, including a resumption of the 10th emergency session.
