“We spoke about the situation resulting from the M23 offensive with the support of the Rwandan armed forces and the catastrophic consequences in many areas, particularly humanitarian, economic and social areas. There are important messages including the critical need to implement Security Council Resolution 2773. It is a resolution adopted unanimously by the members of the Security Council, which contains the fundamental messages: respect for the territorial integrity of the Democratic Republic of Congo, the imperative need for a ceasefire, the need to implement all the commitments that have been made within the framework of diplomatic efforts, particularly the Luanda and Nairobi processes. Of course this must include a withdrawal of foreign forces.”

Storyline

The Under-Secretary-General for Peace Operations Jean-Pierre Lacroix has visited Beni, the provisional capital of the North Kivu province, from 28 February to 01 March 2025. Since the occupation by M 23 of Goma, the provincial main city, the governor, the provincial institutions and officials have moved to Beni, where they perform their duties.

Jean-Pierre Lacroix had meeting with the North Kivu province governor, Major General Evariste Somo Kakule. On the menu of their exchanges, the actual situation of the province, and particularly in the actual main town, Beni, in the context of M 23 threat. The Under-Secretary-General for Peace Operations is the first high personality to visit the new North Kivu governor in the new main provincial town, Beni.

The Chief DPKO has come to Beni to express his solidarity to the local authorities, and to UN staff critical as well, who are working hard in a very difficult situation for the wellbeing of the Congolese population.
