3. SOUNDBITE (English) Dorothy Shea, Acting Representative to the United Nations, United States:
“US opposition to this resolution should come as no surprise. It is unacceptable for what it does say, it is unacceptable for what it does not say, and it is unacceptable for the manner in which it has been advanced. The United States has been clear; we would not support any measure that fails to condemn Hamas and does not call for Hamas to disarm and leave Gaza.”
4. Wide shot, Security Council
5. SOUNDBITE (English) Carolyn Rodrigues-Birkett, Ambassador, Permanent Representative to the United Nations, Guyana:
“I shall put the draft resolution to the vote now. Will those in favor of the draft resolution contained in document S/2025/353 please raise their hand? The ayes? Those against? Abstentions? The result of the voting is as follows: 14 votes in favor, one vote against, zero abstentions. The draft resolution has not been adopted, owing to the negative vote of a permanent member of the Council.”
6. Wide shot, Security Council
7. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, Palestine:
“This draft resolution had a simple goal: demanding a ceasefire that would allow the beginning of the monumental work needed to end the horrific humanitarian situation, to stop the genocide, to release hostages and prisoners and to get the Israeli occupying forces out of Gaza before they get a chance to implement their plans to destroy our people, as they press on with the mass killing and forcible displacement of Palestinian civilians and theft of the Palestinian land.”

9. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, Palestine:
“One would have hoped that these minimal demands that are dictated by humanity, by legality, by morality, would have received unanimous support. But unfortunately, they were faced with a veto.”
10. SOUNDBITE (English) Danny Danon, Representative to the United Nations, Israel:
“We thank the United States for standing on the right side, for standing on the side of truth, justice and moral clarity. Thank you for refusing to abandon the hostages and for refusing to legitimize the lies of this resolution.”

Storyline

“It is unacceptable for what it does say, it is unacceptable for what it does not say,” said U.S. Acting Representative Dorothy Shea as the United States vetoed a Security Council draft resolution calling for an immediate ceasefire in Gaza.

Today (04 June), the UN Security Council voted on a draft resolution introduced by the Council’s ten elected members (E10) seeking an unconditional and permanent ceasefire between Israel and Hamas. The resolution also called for the immediate release of all hostages held by Hamas and the lifting of restrictions on humanitarian aid into Gaza.

Fourteen Council members voted in favor. The United States cast the sole vote against, blocking the measure’s adoption due to its veto power as a permanent member.

“US opposition to this resolution should come as no surprise,” Shea told the Council. “The United States has been clear; we would not support any measure that fails to condemn Hamas and does not call for Hamas to disarm and leave Gaza.”

Palestinian Ambassador Riyad Mansour said the resolution aimed to “end the horrific humanitarian situation” and “stop the genocide.”

“One would have hoped that these minimal demands that are dictated by humanity, by legality, by morality, would have received unanimous support. But unfortunately, they were faced with a veto,” Mansour said.

Israeli Ambassador Danny Danon welcomed Washington’s move. “We thank the United States for standing on the right side, for standing on the side of truth, justice and moral clarity,” he said. “Thank you for refusing to abandon the hostages and for refusing to legitimize the lies of this resolution.”

This marked the fifth U.S. veto of a draft resolution on the Israel-Hamas war since hostilities erupted on 7 October 2023.
