“BINUH’s continued presence will help support Haiti in its path towards that democratic transition. Today’s re-authorization of BINUH’s mandate is an important step closer to that goal. Supporting the security of elections and the participation of all sectors of society is key to sustainable political progress in Haiti. Without BINUH, realizing the vision of a stronger, more resilient society would be less likely.”

5. SOUNDBITE (English) Dorothy Shea, Acting US Representative to the United Nations:
“The re-authorization of BINUH’s mandate is a positive step to support the Haitian people, but we must continue to refine our approach. As Council members, our continuing, collective efforts have the power to secure a more just and peaceful future for all Haitians. We urge all Council members – and all Member States – to extend their support along with us.”

7. SOUNDBITE (Spanish) Eloy Alfaro de Alba, Permanent Representative of Panama to the United Nations:
“The insecurity crisis in the country is a complex one, and it is precisely in view of its multidimensional nature that we cannot dismiss the need to strengthen Haiti's institutions and the need to make progress in the political process in order to hold elections when conditions allow. The mandate of the UN Integrated Office in Haiti (BINUH) continues to be crucial in supporting the Haitian authorities along this path - strengthening the promotion of human rights, the rule of law and political dialog.

9. SOUNDBITE (French) Ericq Pierre, Permanent Representative of Haiti to the United Nations:
“The extension of BINUH’s mandate should help Haitian authorities to undertake a real, genuine political dialog to strengthen good governance, to bolster security, and to bring about justice, and to promote human rights. These tasks are more timely than ever.”

Storyline

The Security Council today (14 Jul) unanimously adopted a resolution extending the mandate of the UN Integrated Office in Haiti (BINUH) until 31 January 2026.

The United States and Panama are the penholders of the resolution.

US Ambassador Dorothy Shea told the Council Members, “BINUH’s continued presence will help support Haiti in its path towards that democratic transition,” reiterating that today’s re-authorization of BINUH’s mandate is “an important step closer to that goal.”

Ambassador Shea continued, “Supporting the security of elections and the participation of all sectors of society is key to sustainable political progress in Haiti. Without BINUH, realizing the vision of a stronger, more resilient society would be less likely.”

The re-authorization of BINUH’s mandate is a positive step to support the Haitian people, but “we must continue to refine our approach,” the US Ambassador also said.

She added, “As Council members, our continuing, collective efforts have the power to secure a more just and peaceful future for all Haitians.”

“We urge all Council members – and all Member States – to extend their support along with us,” the US Ambassador concluded.

For his part, Permanent Representative of Panama to the United Nations, Eloy Alfaro de Alba said, “The insecurity crisis in the country is a complex one, and it is precisely in view of its multidimensional nature that we cannot dismiss the need to strengthen Haiti's institutions and the need to make progress in the political process in order to hold elections when conditions allow.”

“The mandate of the UN Integrated Office in Haiti (BINUH) continues to be crucial in supporting the Haitian authorities along this path - strengthening the promotion of human rights, the rule of law and political dialog,” he concluded.

Ericq Pierre, Permanent Representative of Haiti to the United Nations told the Council that the extension of BINUH’s mandate “should help Haitian authorities to undertake a real, genuine political dialog to strengthen good governance, to bolster security, and to bring about justice, and to promote human rights.”

“These tasks are more timely than ever,” he reiterated.
