Since July 2025, MINUSCA provided enhanced support to the national entity responsible for DDRR (UENPDDR), enabling immediate disarmament and demobilization operations in several prefectures. MINUSCA logistical, security and technical support, resulted in over 700 UPC, 3R and Anti-Balaka combatants disarmed and demobilized since July 2025.”

The Special Representative of the Secretary-General for the Central African Republic (CAR) Valentine Rugwabiza today (28 Oct) said the upcoming presidential, legislative, regional and municipal elections, “will be a turning point to extend and consolidate State authority as well as anchor institutional stability” in the country.

Presenting the Secretary-General’s report on the CAR, Rugwabiza told the Security Council that the peace process “has regained momentum and witnessed significant progress” since the ceasefire agreement facilitated by Chad and signed in April between Central African Government and the Unité pour la Paix en Centrafrique (UPC) and the Retour, Réclamation et Réhabilitation (3R) armed groups.

She said, “11 of the 14 of the armed groups signatories to the Political Agreement signatories have now officially disbanded,” noting that “the implementation of the 19 April agreement and subsequent disarmament and demobilization operations have translated in tangible security gains in several areas in the centre and northwest of the country.”

Rugwabiza, who is also the Head of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) told the Council that the Mission has provided “enhanced support” to the national entity responsible for Disarmament, Demobilization and Reintegration (DDR), and its “logistical, security and technical support, resulted in over 700 UPC, 3R and Anti-Balaka combatants disarmed and demobilized since July 2025.”

She appealed to partners “for urgent resources so that the elections can be held in a timely manner,” and to the Government of the Central African Republic, to the National Authority of Elections, the judiciary institutions, and the Constitutional Council “to fulfil their respective responsibilities to ensure that elections are peaceful, inclusive and transparent.”

For his part, the CAR’s Ambassador Marius Aristide Hoja Nzessioué told the Council that “these elections will form the foundation of political stability and national reconciliation in the coming years.”
