“So, the core question to all of us, to all of our solution-builders, investors, and especially policymakers — is this: How do we take these solutions and bring them to scale? Because we all know the numbers: the global development financing gap now stands at 4 trillion US Dollars per year.”

“We’re here to learn from each other; to benefit from good ideas; to join forces; and to live up to our common principles,” said UN General Assembly President Annalena Baerbock, opening the Doha Solutions Forum on Monday. “On that note, I am grateful to all partners who have heeded that call and are here with newly resourced, scalable solutions.”
Held on the sidelines of the Second World Summit for Social Development today (03 Nov), the Doha Solutions Forum was organized and led by the State of Qatar, in collaboration with the Government of France and the UN Department of Economic and Social Affairs (DESA). The event gathered ministers, private sector representatives and civil society leaders to share innovative policies and projects promoting social inclusion, poverty eradication, and decent work.
Baerbock underscored the urgency of mobilizing resources to close the widening global financing gap.
“So, the core question to all of us, to all of our solution-builders, investors, and especially policymakers - is this: How do we take these solutions and bring them to scale? How do we mobilize the resources, partnerships, and collaboration needed to deliver results at the level and pace required?” she said.
She also stressed the importance of partnerships and inclusivity. “Whether we are expanding digital access, building infrastructure, or financing inclusion, solutions endure only when they are shared,” she said.
Baerbock called for women’s full participation across all fields: “We need women in all drivers seats, also in security debate, in economic debates, in investments. Now is our moment to seize the opportunities - to invest where ideas are strong, and the potential is immense.”
UN Deputy Secretary-General Amina Mohammed said progress had been made, but challenges persist.
She said, “Almost half of the world’s population remains without any form of social protection. Inequality within and between countries is deepening.”
She commended the Forum for spotlighting practical approaches: “The experiences you will hear today reflect expertise, innovation and commitment that we need.”
Qatar’s Minister of Social Development and Family, Buthaina bint Ali Al Jabr Al Nuaimi, said the forum’s goal was to amplify the Summit’s focus by “showcasing innovative public policies and projects that have achieved measurable impact across the three pillars of social development first set out in the Copenhagen Declaration.”
“To achieve these goals,” she added, “the Ministry is investing in a specialized human capital, digital transformation and enhanced information system to deliver more effective and inclusive social services. Education and workforce development are also central to Qatar’s vision for the future-ready society.”
The Doha Solutions Forum featured four high-level discussion panels highlighting innovative social protection systems, education and workforce development, public-private partnerships, and participatory governance - all aimed at scaling up solutions and building momentum for global social progress.
