UN Financial Situation--Joseph Connor report--2 February 1996
5th Meeting Of The High Level Open Ended Working Group on the Financial Situation of the United Nations
USG Joseph Connor delivers his briefing to the Working Group on the status of the UN financial situation in 1996 and going into 1997.
Connor covers the following topics:
- Payment by Member States of their contributions to the United Nations in full and on time;
- The problem of arrears in the payment of contributions to the United Nations by Member States;
- The cash-flow situation of the United Nations
The Working Group held 30 meetings from 28 November 1995 to 4 June 1996 during the fiftieth session of the General Assembly.
At its 30th meeting, on 4 June 1996, the Working Group concluded its discussions for the fiftieth session and, in accordance with Assembly decision 49/496, submitted, through the Fifth Committee, the report on the progress of its work.
The Working Group decided to recommend that, based on its programme of work, the discussion on the issues covered by its mandate should continue during the fifty-first session of the Assembly and should build on the work done in the course of the forty-ninth and fiftieth sessions, in order to enable the Assembly to take the appropriate measures to provide the Organization with a viable financial base for its future operations.
At its second substantive session from 12 to 16 February 1996, the Working Group held nine meetings at which it considered issues related to the revitalization of the General Assembly. The Working Group had before it a conference room paper prepared by the Vice-Chairmen (WGUNS/CRP.4), which provided a revised and more detailed set of questions on the subject of the General Assembly, and conference room paper WGUNS/CRP.5 prepared by the Secretariat on actions taken towards the implementation of Assembly resolutions 47/233 of 17 August 1993 and 48/264 of 29 July 1994.
