Statement delivered by Secretary-General Boutros Boutros-Ghali to the Intergovernmental Working Group on the Strengthening of the United Nations System, 11 March 1996.

The Secretary General speaks to the UN financial crisis of 1996, and suggests reforms which would address staffing, structure and member dues.

After his speech, the Secretary General also responds to questions from member state representatives in the Working Group.
