"بعد مرور ستة أشهر على إعلان وقف إطلاق النار في غزة، لا يزال الفلسطينيون في جميع أنحاء القطاع غير آمنين، إذ تستمر الهجمات الإسرائيلية بشكل روتيني. ويعكس نمط القتل المتواصل استمرار الاستخفاف بأرواح الفلسطينيين، الذي تتيحه حالة الإفلات من العقاب الشاملة.
منذ دخول وقف إطلاق النار حيز التنفيذ في 10 تشرين الأول/أكتوبر 2025، قُتل سبعمئة وثمانية وثلاثون فلسطينياً على يد القوات الإسرائيلية، حسب وزارة الصحة الفلسطينية.
خلال الأيام العشرة الماضية، ما برح الفلسطينيون يُقتلون ويُصابون في ما تبقى من منازلهم وملاجئهم وخيام العائلات النازحة، وفي الشوارع، وفي السيارات، وفي منشأة طبية، وفي صفّ دراسي. وكان من بين الضحايا نساء وأطفال وأشخاص ذوو إعاقة ومقاول في المجال الإنساني وصحافي.
الصحافيون والعاملون في المجال الإنساني الذين قُتلوا في غزة عددهم غير مسبوق، وهو ما يزيد من الأذى الذي يلحق بالمدنيين، إذ يجعل تغطية الوضع والاستجابة لتداعياته الإنسانية أمراً يهدد الحياة.
وقد سجلت حوادث مقتل فلسطينيين على يد القوات الإسرائيلية أثناء سيرهم أو قيادتهم لسياراتهم أو وقوفهم في الخارج بشكل شبه يومي. استهداف المدنيين الذين لا يشاركون بشكل مباشر في الأعمال العدائية يعد جريمة حرب.
ليس لدى الفلسطينيين مخرج للبقاء على قيد الحياة: مهما فعلوا أو لم يفعلوا، وأينما ذهبوا أو لم يذهبوا، لا يوجد أمان أو حماية لهم. من الصعب التوفيق بين هذا وبين وقف إطلاق النار.
بعد عامين ونصف من الجرائم المتكررة التي تنتهك القانون الدولي، والتي تُرتكب في ظل إفلات تام من العقاب، ومقتل عشرات الآلاف من المدنيين الفلسطينيين، على المجتمع الدولي ألا يكتفي بالكلام. عليه أن يتخذ إجراءات ملموسة لوضع حد لانتهاكات القانون الدولي المستمرة التي ترتكبها إسرائيل، وضمانِ المساءلة عن الجرائم التي ارتكبتها جميع الأطراف، وضمان تمكين الفلسطينيين من البدء في إعادة إعمار منازلهم ومجتمعهم".

The UN Human Rights Office said that after years of repeated crimes under international law, “committed with sweeping impunity”, and massive Palestinian civilians killed, the international community “must undertake meaningful actions to end Israel’s ongoing violations of international law”, ensure accountability by all parties, and guarantee Palestinian recover.

The UN Human Rights Office said today that Palestinians across Gaza were still unsafe since a ceasefire started in the strip in October 2025.

The human rights spokesperson Thameen Al-Kheetan said, “six months since the announcement of a ceasefire in Gaza, Palestinians across the strip are still unsafe, as Israeli attacks continue routinely. The unrelenting pattern of killings reflects continuing disregard for Palestinian lives, enabled by sweeping impunity.”

He continued, “since a ceasefire came into effect on 10 October 2025, 738 Palestinians killed by Israeli forces, according to the Palestinian Ministry of Health.”

“Over the past ten days, Palestinians are still being killed and injured in what is left of their homes, shelters and tents of displaced families, on the streets, in vehicles, at a medical facility and a classroom,” Al-Kheetan said, adding that “victims included women, children, people with disabilities, a humanitarian contractor, and a journalist.”

He said, “the number of journalists and humanitarian personnel killed in Gaza is unprecedented, and further compounds civilian harm as it makes reporting on the situation and responding to its humanitarian implications life-threatening.”

The human rights spokesperson added, “incidents of Palestinians killed by Israeli forces while walking, driving, or standing outside are recorded nearly every day. Targeting civilians not taking direct part in hostilities is a war crime.”

“Palestinians have no blueprint for survival: whatever they do or don’t do, wherever they go or don’t go, there is no safety or protection afforded them. It is hard to square this with a ceasefire,” Al-Kheetan said.

He concluded, “after two and a half years of repeated crimes under international law, committed with sweeping impunity, and tens of thousands of Palestinian civilians killed, the international community must move beyond words. It must undertake meaningful actions to end Israel’s ongoing violations of international law, ensure accountability for crimes committed by all parties, and guarantee that Palestinians are able to start the recovery and rebuilding of their homes and community.”
