The situation in the Great Lakes region - Security Council, 10136th meeting
The Security Council hears a briefing on the Great Lakes region, with the Secretary-General’s Special Envoy for the Great Lakes Region Huang Xia updates on the implementation of the 2013 Peace, Security and Cooperation Framework for the Democratic Republic of the Congo and the region. UN-Women Executive Director Sima Sami Bahous also briefs.
The Council last discussed developments in the Great Lakes Region on 26 March, when it heard an update on efforts by the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) to support a ceasefire in North and South Kivu provinces.
The Ceasefire Oversight and Verification Mechanism, a Qatari-led initiative, was established in November 2025 as part of the Doha process to end conflict between the Democratic Republic of the Congo and the Mouvement du 23 Mars (M23) rebel group.
Resolution 2773 (2025), adopted by the Council in February 2025, calls on M23 to immediately cease hostilities, withdraw from areas it controls and fully reverse the establishment of illegitimate parallel administrations in the Democratic Republic of the Congo. It also calls on the Rwanda Defence Force to cease support for M23.
