3. SOUNDBITE (English) Ramiz Alakbarov, Deputy Special Coordinator for the Middle East Peace Process, United Nations Resident and Humanitarian Coordinator for the Occupied Palestinian Territory:
“Earlier this month, I visited Gaza to assess humanitarian conditions and progress towards early recovery. The situation in Gaza has improved somewhat – but progress is far too slow. Recent weeks have seen some welcome progress in clearing solid waste from key areas and coordinating the entry of desperately needed sanitation equipment and supplies.”
4. Wide shot, Security Council
5. SOUNDBITE (English) Ramiz Alakbarov, Deputy Special Coordinator for the Middle East Peace Process, United Nations Resident and Humanitarian Coordinator for the Occupied Palestinian Territory:
“These are relevant steps, but they remain highly insufficient in the face of the immense needs on the ground. During my recent visit, I witnessed immense hardship amid continued displacement, overcrowded living conditions, widespread destruction, and near-daily casualties caused by ongoing Israeli military operations.”
6. Wide shot, Security Council
7. SOUNDBITE (English) Ramiz Alakbarov, Deputy Special Coordinator for the Middle East Peace Process, United Nations Resident and Humanitarian Coordinator for the Occupied Palestinian Territory:
“The Integrated Phase Classification report released last week showed improvements in food security and nutrition in Gaza. But the situation remains highly fragile, and most families across the Strip are still relying on humanitarian assistance as their only lifeline.”
8. Wide shot, Security Council
9. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, Palestine:
“As we have heard today, Israel is seeking escalation in the West Bank. Whether to justify further repression to facilitate annexation and displacement, or for electoral purposes. Yes, confronted with the prospect of losing the upcoming election, Netanyahu is seeking electoral gains on the blood of Palestinians and even Israelis.”
10. Wide shot, Security Council
11. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, Palestine:
“One provocation after another, one murder after another. Our people are entitled to international protection in the face of these repeated assaults, especially when asked not to respond to violence by violence even as self-defense.”
12. Wide shot, Security Council
13. SOUNDBITE (English) Riyad Mansour, Permanent Observer to the United Nations, Palestine:
“No one is entitled to negate or destroy the other. Many lives would have been saved had this been done a long time ago. Many lives hang in the balance today. No more delays, no more excuses.”
14. Wide shot, Security Council
15. SOUNDBITE (English) Danny Danon, Ambassador, Representative to the United Nations, Israel:
“The UN released a statement it implied Hamas stormed the food distribution plant in Jabalaya and that they assaulted two truck drivers at a World Food Program warehouse. The statement, described in a, quote, ‘an increasingly dangerous pattern of intimidation, violence and obstruction’. Good morning, United Nations!”
16. Wide shot, Security Council
17. SOUNDBITE (English) Danny Danon, Ambassador, Representative to the United Nations, Israel:
“Let us examine the irony in this council. Look at the list in front of you at the country that will speak today. Some of these countries are hosting Hamas as we speak. Both the military and political leadership, they are facilitating their banking infrastructure, and they are giving them the oxygen they need to survive. Today they will come here, will sit here, and they will call for a new future for Gaza. But at the same time, they embolden the terrorist organization that holds the people of Gaza hostage. So maybe you should ask them when the representatives of Turkey will sit here later today or Qatar. Ask them if they allow Hamas banking to function in their countries, if they allow transfers to different banks in the world. Before they tell us what should happen in Gaza.”
18. Wide shot, Security Council
19. SOUNDBITE (English) Tammy Bruce, Ambassador, Deputy Representative to the United Nations, United States:
“Hamas has proven by its actions that it will do everything they can to retain power. They hope that we, the supporters of that bright future, the international community, will give up and turn a blind eye. I am here to say: We will not.”
20. Wide shot, Security Council
21. SOUNDBITE (English) Tammy Bruce, Ambassador, Deputy Representative to the United Nations, United States:
“Morocco officially signed up as a troop contributor to the International Stabilization Force on July 15, the first country to do so.”
22. Wide shot, Security Council
23. SOUNDBITE (English) Tammy Bruce, Ambassador, Deputy Representative to the United Nations, United States:
“To meet the political and security challenges throughout the Middle East, we must recognize a simple truth: throughout the region, many conflicts are fueled by a single actor—the Islamic Republic of Iran—with political and financial support from certain members of this Council.”
24. Wide shot, Security Council
25. SOUNDBITE (French) Jérôme Bonnafont, Ambassador, Permanent Representative to the United Nations, France:
“France condemns Iran's indiscriminate strikes against countries in the region and its attacks on ships in the Strait of Hormuz. Navigation in this sea lane must remain safe and free, without restriction or toll. France is preparing to contribute to this, together with its partners, through a neutral and strictly defensive multinational maritime escort mission.”
26. Wide shot, Security Council
27. SOUNDBITE (English) Coly Seck, Chair of the Committee on the Exercise of the Inalienable Rights of the Palestinian People (CEIRPP):
“Over the past three months, the situation in the Occupied Palestinian Territory has not seen any noticeable improvements. We must recognize that the current escalation is the continuation of a systematic policy of terror that, as this Committee has underscored for decades, has been pursued against the Palestinian people to dismantle their presence and deny their inalienable rights.”

Storyline

“During my recent visit, I witnessed immense hardship amid continued displacement, overcrowded living conditions, widespread destruction, and near-daily casualties caused by ongoing Israeli military operations,” the UN's Deputy Special Coordinator for the Middle East Peace Process said about living conditions in Gaza.

Ramiz Alakbarov, Deputy Special Coordinator for the Middle East Peace Process and United Nations Resident and Humanitarian Coordinator for the Occupied Palestinian Territory, briefed the Security Council today (28 Jul) on conditions in Gaza following a visit earlier this month. “The situation in Gaza has improved somewhat – but progress is far too slow,” he said. “Recent weeks have seen some welcome progress in clearing solid waste from key areas and coordinating the entry of desperately needed sanitation equipment and supplies.”

“These are relevant steps, but they remain highly insufficient in the face of the immense needs on the ground,” he continued. Citing the latest Integrated Phase Classification report, Alakbarov noted improvements in food security and nutrition in Gaza but cautioned that “the situation remains highly fragile, and most families across the Strip are still relying on humanitarian assistance as their only lifeline.”

Riyad Mansour, Permanent Observer to the United Nations for Palestine, said, “Israel is seeking escalation in the West Bank. Whether to justify further repression to facilitate annexation and displacement, or for electoral purposes. Yes, confronted with the prospect of losing the upcoming election, Netanyahu is seeking electoral gains on the blood of Palestinians and even Israelis.”

“One provocation after another, one murder after another,” Mansour added. “Our people are entitled to international protection in the face of these repeated assaults, especially when asked not to respond to violence by violence even as self-defense.”

He concluded: “No one is entitled to negate or destroy the other. Many lives would have been saved had this been done a long time ago. Many lives hang in the balance today. No more delays, no more excuses.”

Danny Danon, Israeli Ambassador, said, “Let us examine the irony in this council. Look at the list in front of you at the country that will speak today. Both the military and political leadership, they are facilitating their banking infrastructure, and they are giving them the oxygen they need to survive. Ask them if they allow Hamas banking to function in their countries, if they allow transfers to different banks in the world. Before they tell us what should happen in Gaza.”

Tammy Bruce, Ambassador for the United States, said Hamas “has proven by its actions that it will do everything they can to retain power,” adding: “They hope that we, the supporters of that bright future, the international community, will give up and turn a blind eye. I am here to say: We will not.”

Bruce told the Council that Morocco had become the first country to formally join the International Stabilization Force as a troop contributor, effective July 15. She further stated that many conflicts across the Middle East are “fueled by a single actor—the Islamic Republic of Iran—with political and financial support from certain members of this Council.”

Jérôme Bonnafont, French Ambassador condemned Iran's actions in the Gulf. “France condemns Iran's indiscriminate strikes against countries in the region and its attacks on ships in the Strait of Hormuz,” he said. “Navigation in this sea lane must remain safe and free, without restriction or toll." He said France was preparing to contribute to a "neutral and strictly defensive multinational maritime escort mission.”

Coly Seck, Chair of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, told the Council that conditions in the Occupied Palestinian Territory had shown no improvement over the past three months. “We must recognize that the current escalation is the continuation of a systematic policy of terror that, as this Committee has underscored for decades, has been pursued against the Palestinian people to dismantle their presence and deny their inalienable rights,” he said.
