“I welcome this 1235th meeting of the board of governors. Yesterday morning three rounds of voting were held on the two candidates: Ambassador Amano and Ambassador Minty. In the three rounds, neither of the two candidates obtained the support of two thirds of board members expressing a preference. Therefore, as I mentioned yesterday, we found ourselves at paragraph twelve of our agreed procedures. Accordingly, we must now hold a further round of balloting in order for the purpose of paragraph twelve to determine a leading candidate on the basis of a simple majority.”
