Just a few weeks ago 342 children in Burundi were released after a year of joint advocacy by child protection partners, and since January 2009 around 1,200 children in North Kivu in the Democratic Republic of Congo have been released by armed groups and forces.”

Secretary-General Ban Ki-moon urged the Security Council today (29 April) to consider action against impunity for those who continue to victimize children during armed conflict.
Ban said that “the protection framework needs to be strengthened” and recommended that the Council, “at a minimum”, expand its criteria “to include parties that commit rape and other grave sexual violence against children in armed conflict.”
The Security Council reviewed the Secretary-General’s latest annual report on children and armed conflict which covers compliance and progress in ending grave violations against children during times of war.
The Secretary-General’s Special Representative for Children and Armed Conflict, Radhika Coomaraswamy, said that “much depends” on the Security Council taking targeted measures against repeat offenders and “those who have repeatedly flaunted its resolutions and who continue to recruit and use children”.
Coomaraswamy said that thanks to the Council’s decision to demand a list of parties that recruited and used children, thousands of children have being identified and released.
United Nations Under-Secretary-General for Peacekeeping, Alain Le Roy, said that mission personnel are receiving training aimed at creating awareness on the impact of armed conflict on children as well as promoting “knowledge of the international legal norms and standards which govern the protection of promotion of the children rights.”
Le Roy assured the Council that the Peacekeeping Department would continue to consolidate and further institutionalize its commitment to child protection throughout its work and the work of its peace operations.
Ann Veneman, Executive Director of the United Nations Children's Fund (UNICEF), said that “children remain the victims of the wars of adults” but said she saw some “glimmers of hope”.
Veneman told the Council that 342 children in Burundi were released a few weeks ago and some 1,200 children have been released in North Kivu in the Democratic Republic of Congo since January 2009.
Former child soldier Grace Akallo said that there are “dozens of armies and rebel groups who continue to recruit the children” around the world and reminded the Council of “the very real suffering of these children who are hoping you to act.”
The Secretary-General’s report underlines the particular vulnerability of children to rape and sexual violence in armed conflict situations, as well as the culture of impunity that prevails for such crimes, and recommends that the Council consider expanding the criteria for the report’s annexes to include parties that commit such crimes.
