“The Agency has been able to continue to verify the non-diversion of declared nuclear material in Iran. Regrettably, Iran has not implemented any of the measures called for by the Security Council and by the Agency’s Board of Governors. And there has been no movement by Iran on outstanding issues which need to be clarified to exclude the possibility of military dimensions to Iran’s nuclear program.”

In his opening statement to the Board of Governors meeting of the International Atomic Energy Agency (IAEA) in Vienna today (15 June), IAEA Director General Mohamed ElBaradei reported on nuclear safeguards in North Korea, Iran and Syria, as well as issues of programme and budget.

ElBaradei said he was “greatly concerned” at the news of a second nuclear test by the Democratic People’s Republic of Korea (DPRK) last month, calling it “a wrong step in the wrong direction.”

On Iran, ElBaradei said he regretted that measures called for by the Security Council and by the Agency’s Board of Governors had not been implemented by Iran. However, he said he was encouraged by a new initiative of the United States to engage Iran in direct dialogue “without preconditions and on the basis of mutual respect.”

ElBaradei also reported on the question of the origin of uranium particles found at two sites in Syria, and on what he termed the Agency’s “entirely inadequate budget”.

Elbaradei said the IAEA’s lack of resources was seriously compromising the Agency’s ability to maintain an independent nuclear verification system and detect possible diversion of nuclear material and undeclared nuclear activities. He warned that the consequences of inadequate funding could be dire for global peace and security.

The IAEA’s 35-member Board of Governors, which meets five times a year at the IAEA headquarters in Vienna, is the Agency’s policymaking body.
