“We sincerely hope that in the months leading to the tenth anniversary of the Brahimi Report can be used to build a new vision among all stakeholders in the peacekeeping partnership on how best to build on the foundations laid for UN peacekeeping nearly a decade ago. I am confident that in the coming months we can arrive at a revitalized partnership that sets out a common vision for UN peacekeeping and a shared commitment to strengthen UN peacekeeping to serve the men, women and children who depend on it today and tomorrow.”

10. SOUNDBITE (English) Major General Martin Luther Agwai, UNAMID's Force Commander:
“From these early days we have had to confront the consequences of lack of critical strategic enablers in peacekeeping, whether AU or UN. One example is the lack of military helicopters on the attack of the AMIS camp in Haskanita in September 2007. Ten peacekeepers lost their lives on this port and two more in hospital. We couldn’t fly many of them out until the following day because of lack of helicopter resources.”

16. SOUNDBITE (English) Susan Rice, Permanent Representative of the United States to the United Nations:
“Today’s outcome is a constructive one. I was also particularly pleased to announce in the Security Council that the United States is now in a position to clear its outstanding peacekeeping arrears accumulated from 2005 to 2008 and we have every expectation due to congressional action, as well, to be able to fulfill our obligations in 2009, which as you know will be particularly substantial this year.”

21. SOUNDBITE (English) Alain Le Roy, Under-Secretary-General for Peacekeeping Operations:
“That’s extremely important, and of course very different from the past. And of course that is very important for the whole peacekeeping operation because in some countries, because of the arrears of important contributors, financial contributors, some countries had big problems to be reimbursed”

A top United Nations official underscored today (5 August) that effective partnerships are the cornerstone of the world body’s new vision for peacekeeping, spelled out in the so-called New Horizons process.
Alain Le Roy, Under-Secretary-General for Peacekeeping Operations, in his address to the Security Council expressed hope that the coming months “can be used to build a new vision among all stakeholders in the peacekeeping partnership on how best to build on the foundations laid for UN peacekeeping nearly a decade ago” in order to “strengthen UN peacekeeping to serve the men, women and children who depend on it today and tomorrow.”
New Horizons identifies three key challenges currently underpinning operational dilemmas for blue helmets: robust peacekeeping, protection of civilians and critical peace building tasks.
Also addressing today’s meeting, General Martin Luther Agwai, Force Commander for the African Union-UN peacekeeping mission in Darfur (UNAMID), told the Council that from its early days, UNAMID has had to deal with a "lack of critical strategic enablers" including helicopter and communication resources.
He recalled the attack of the AMIS camp in Haskanita in September 2007, where twelve peacekeepers lost their lives as many of the injured could not be flown out “because of lack of helicopter resources.”
Speaking to reporters outside Council chambers, US Ambassador Susan Rice said she was “particularly pleased to announce in the Security Council that the United States is now in apposition to clear its outstanding peacekeeping arrears”, accumulated from 2005 to 2008 and also expects “to be able to fulfill our obligations in 2009, which as you know will be particularly substantial this year.”
Le Roy told reporters that this development was “extremely important, and of course very different from the past”. He pointed out that some countries “because of the arrears of important contributors” have “had big problems to be reimbursed”.
The New Horizons process seeks to reinvigorate the peacekeeping partnership and examines how such a revitalized partnership could boost management and oversight. It was issued last month as a non-paper by the UN Department of Peacekeeping Operations (DPKO) and the Department of Field Support (DFS).
