“There are delays, serious delays, for example, when the date of 29 November was fixed, in May, the publication of the provisional list was foreseen for August, but still as of today we don’t have that list. That means we have lost at least three months out of five months. So, you can make your own judgment, but on the other hand, we should not loose sight of the fact that there are important progresses being made, constantly.”

“In Cote d’Ivoire, elections are just around the corner. You should not loose the momentum. We have accumulated important progresses like mobile court, and identification, end of the voter registration, end of the data processing. So these are very crucial, important progresses. You must build up on these achievements. You can even feel it, so you should not loose the momentum. Let’s hope for the best.”

“The last convoy transporting electoral material, including ballot boxes, voting booths and kits, has left Abidjan this Thursday 8 October with destination Yamoussoukro. ONUCI will have lifted and transported 76 containers in Abidjan and Yamoussoukro.”

The Security Council met today (13 October) behind closed doors to analyze the situation in Cote d’Ivoire as final preparations are made for the upcoming presidential elections scheduled to take place on 29 November this year, after a five year delay.
Outside the Security Council, Vietnamese Ambassador Le Luong Minh who holds the presidency of the Council for the month of October read a statement which said that the Council welcomed the completion of the identification and voter registration operations and the publication of the provisional voter list, urging all parties “ to unite efforts to complete demanding electoral preparations including the publication of the final voter list and to resolve differences in the spirit of reconciliation and dialogue.”
The chief of the United Nations Operation in Côte d'Ivoire (ONUCI) said that there were “serious delays” in the electoral process but that, “we should not loose sight of the fact that there are important progresses being made, constantly.” He added “elections are just around the corner” and momentum should not be lost.
Last week, (8 October), a final batch of 19 containers was transported from Abidjan to Yamoussoukro. The convoy of 19 trucks was secured by Jordan and Pakistani UN peacekeepers.
Speaking during the Mission’s weekly press conference, ONUCI spokesman Hamadoun Touré said that with this final batch, a total of 76 containers will have been sent to Yamoussoukro.

Touré said that ONUCI encouraged the current efforts to have the provisional electoral list published and posted as soon as possible and would continue its efforts to support the authorities and institutions involved in this task .
