“The Iranians are not obeying by five resolutions of the Security Council 1696, 1737, 1747, 1803, and 1835, if I am not wrong, I am not. So, it’s totally not excluded, since the negotiations with Iran between 3+3 and Iran have lead so far to nowhere, it is not excluded at the moment that any member of the Security Council could present the text, the project of the resolution. At this stage no member state has signaled its intention to do it”.

“It is very clearly saying that crimes against humanity have been committed and the names of the persons guilty given. At the same time you know that Guinea is a member of the Rome Statute which means that Guinea has accepted the competence of the International Criminal Court. And, as we know, we’ve been informed that the International Criminal Court had started an investigation on its own. So, I think, that the legal aspect is moving forward. What we should do at the Security Council, in sense, to express a political support of these two processes”.

Commenting on whether the Security Council would take any action on Iran, French Ambassador Gérard Araud told reporters that currently, no member state has signaled any intention to present a draft resolution.
Speaking at a at a press conference at headquarters today marking the rotation of France for president of the Security Council, he said that since Iran was not complying with the existing five Security Council (SC) resolutions, and negotiations between 3+3 (the United Kingdom, France, the United States, China, Russian Federation, Germany) and Iran have lead “so far to nowhere, “it is not excluded that any member of the Security Council could present the text of the draft resolution during this month.
Araud outlined the Council’s schedule for the month and took questions from reporters on various issues.
Asked whether the Security Council would take any actions following the report of the International Commission of Inquiry to investigate the violence in Guinea last September, he said that the report clearly stated that the crimes against humanity had been committed in the West African country.
He added that since Guinea was a member of the Rome Statute it meant that it must comply with the competence of the International Criminal Court (ICC) which already had started its own investigation.
The French diplomat stressed that the Council should show a support for legal and political processes. He also commended President Blaire Compaoré of nearby Burkina Faso and others who facilitated the signing of Ouagadougou agreement, which provides for the establishment of a government of national unity, led by a consensus prime minister and the holding of elections in six months.
On 29 September 2009 Guinea’s armed forces shot and killed or raped and attacked hundreds of civilian demonstrators attending a rally in the capital. A UN inquiry found that at least 156 people were killed or disappeared during the 29 September shootings in Conakry.
