4. SOUNDBITE (English) Alain Le Roy, Under-Secretary-General for Peacekeeping Operations:
“In the East - of course - there is a lot to be done. We cannot speak of peace in the East for the time being. There are as we speak operations against the FDLR, also against the LRA in the Oriental province and - of course - against the FDLR in both North and South Kivus. And we said, if we want - and we have to speak about a draw down of MONUC, resolution 1906 that we have to propose a reconfiguration and draw down – we said, we have of course that draw down to be linked to the benchmark and critical tasks to be performed before we can eventually draw down and withdraw our forces.”

11. SOUNDBITE (English) Alain Le Roy, Under-Secretary-General for Peacekeeping Operations:
“There are black sheep in any army of the world. Any army of the world has its black sheep. So, I don’t want to undermine, when I say it’s a headache, because ewe have to continue fighting, we can never guarantee that we will a have 100 percent free of any incidents. But at the same time I don’t want that the TCC who have black sheep and who have taken action to remedy to that will be blames, because clearly most of the huge majority of their troops are behaving in a very professional manner and a very disciplined manner.”

13. SOUNDBITE (English) Susana Malcorra, Under-Secretary-General for Field Support:
“We have a dimension equivalent to the one in Darfur. The main difference is that in Darfur – which is a very extended land and it brings all kinds of logistical challenges because of the extension - you are able to set up camps very clearly, very defined, with a perimeter, with control, etc., etc. That has not been the case so far in Port-au-Prince because this is an urban humanitarian crisis, which is very different from any of the ones the international community and the UN has faced in the past five years.”

Under-Secretary-Generals for Peacekeeping Operations, Alain Le Roy, and for Field Support, Susana Malcorra, briefed today (25 March) on the current state of peacekeeping, concurring that although the first quarter of the year has been dominated by activities in Haiti, much is going on in the other missions as well.
Le Roy said that there is “a lot to be done” in Eastern Congo, and certain benchmarks will have to be met before the peacekeeping force can be withdrawn, pointing out that there are ongoing operations against the Forces Democratiques de Liberation du Rwanda (FDLR) as well as against the Lord Resistance Army (LRA).
Security Council approved a resolution last year calling for a strategic review of the situation in the Democratic Republic of the Congo and the country's peackeeping mission's (MONUC) progress toward achieving its mandate, envisaging a drawdown without triggering a relapse into instability.
When asked about the incidence of sexual abuse by peacekeepers in the different missions, Le Roy said that “there are black sheep in any army of the world” but stressed that “the huge majority” of peacekeepers behave “in a very professional manner and a very disciplined manner.”
Malcorra, speaking about the situation of internally displaced people (IDPs) in Haiti, said that the scale of the problem is of “a dimension equivalent to the one in Darfur”. She noted that the difference is that in Port-au-Prince there is “an urban humanitarian crisis” making it extremely difficult to set up and organize proper shelter for the estimated 1.3 million people who remain homeless.
The 7.0-magnitude quake, on 12 January, affected one third of Haiti’s 9-million strong population, including an estimated 230,000 deaths.
