“Nuclear terrorism is one of the greatest threats we face today. That is why I have repeatedly urged the Conference on Disarmament to immediately start negotiations on a treaty banning the production of fissile material for nuclear weapons and other explosive devices. And that is why, in Washington, I will call on all world leaders to come together, perhaps at the United Nations in September, to further advance this essential cause for humankind.”

“All Member States who have not done so should participate in the NPT Treaty. That is an obligation of all Member States of the United Nations. Likewise, I am going to urge in Washington that all the countries who have not signed and ratified the Comprehensive Nuclear Test Ban Treat – the CTBT - should also do so without further delay. That is part of our common commitment, to make this world free of nuclear weapons.”

Storyline

United Nations (UN) Secretary-General Ban Ki-moon spoke to reporters today (12 April) about reining in nuclear proliferation and preventing extremists from acquiring atomic weapons as he prepared to depart for the nuclear security summit in Washington, D.C.

Highlighting nuclear terrorism as “one of the greatest threats we face today,” Ban stated his intention to “call on all world leaders to come together” to outlaw fissile materials for nuclear weapons.

Nearly 50 representatives of countries and international institutions have arrived in Washington, D.C. for the two-day summit to discuss ways to secure weapons-useable nuclear material.

The Secretary-General expressed optimism that the summit meeting in Washington would lead to a “positive outcome” during next month’s Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) to be held at UN Headquarters in New York.

When asked whether he supported the call for Israel to become part of the NPT, Ban emphasized that it is “an obligation of all Member States of the United Nations” to join the NPT. He also added that he will urge all countries to sign and ratify the Comprehensive Nuclear Test Ban Treaty “without further delay” in an effort to make the world “free of nuclear weapons.”

The Secretary-General has indicated that nuclear non-proliferation is a top priority for the UN and has pointed out his intention to push Member States to make substantive progress in strengthening the provisions of the NPT.
