“One cannot be but alarmed by the Taliban’s growing activity, both within and outside Afghanistan. One cannot dispute the existence of a strong link and cooperation between the Taliban and Al-Qaeda. With view of dangerous attempt to establish political contacts with extremist leaders, especially in breach of the sanctions regime, we urge all states to unswervingly take steps against the individuals on the sanctions list.”

The Security Council met today (11 May) to discuss the work of its counter terrorism committees and the implementation of its relevant resolutions.
Turkish Ambassador Ertugrul Apakan, Chairman of the Counter-Terrorism Committee, told the Council that terrorism “continues to be a major threat to international peace and security” and that the provisions of the Security Council resolutions 1373 and 1624 remain “as relevant as ever.”
Resolution 1373, containing counter-terrorism measures, was adopted just days after the 11 September terrorist attacks on the United States.
US Ambassador Susan Rice noted the importance of international efforts to combat terrorism, underscored “tragically and repeatedly “ by the latest attempts in the US to bomb Times Square and Northwest airlines flight 253 on Christmas day, as well as the March bombings in the Moscow Subway, and yesterday’s bombings in Iraq.
Secretary-General Ban Ki-moon has strongly condemned the spate of terrorist bombings and other attacks in Iraq that reportedly claimed the lives of over 100 people and injured many more, most of them civilians.
Russian Ambassador Vitaly Churkin voiced alarm over the Taliban’s “growing activity, both within and outside Afghanistan” as well as its “strong link and cooperation” with Al-Qaeda.
He urged urge all states to “unswervingly take steps against the individuals on the sanctions list.”
Resolution 1267 enacted in 1999 concerns sanctions on Al-Qaeda and the Taliban and associated individuals and entities, while resolution 1624 Calls upon all States to cooperate, inter alia, to strengthen the security of their international borders.
