Storyline

In an effort to push ahead with the presidential election in Côte d'Ivoire, originally scheduled to be held earlier this year, the UN Mission in the country (UNOCI) assists the Independent Electoral Commission (IEC) establish a provisional electoral list.

Violence broke out in the western areas in the country earlier this year during the run-up to the scheduled election which was never held. The fighting followed President Laurent Gbagbo’s dissolution of the IEC and the government, bringing election preparations to a standstill.

UNOCI recently reported some progress with the IEC and the government signing a methodology guide for processing claims related to possibly eligible voters who are currently not on the provisional electoral list. They are part of a list of legal cases known as the grey list.

SOUNDBITE (French) Ali Kilkal, Electoral Officer, UN Mission in Côte d'Ivoire: “Officially, we accepted them at the request of the president of the Independent Elections Commission, for distribution in the local Elections Commissions in all regions of Côte d’Ivoire yesterday.”

These potential voters are expected to submit evidence to be registered on the provisional electoral list.

There was an electoral list that had 6.3 million voters but the government had put one million of these names, whose nationality has not been confirmed, on the grey list, leading to a dispute between the ruling party and opposition.

The recent push to process the grey list comes after President Gbagbo and opposition head and ex-president Henri Konan Bédié held discussions on 10 May to discuss the stalled elections process.
