8. SOUNDBITE (English) John Holmes, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator:
“We are talking about around one-and-a-half million people who are severally food insecure. That means they have not that sufficient sources of food not be hungry at the end of the day for their children. The malnutrition rates are alarming in some places well above the emergency thresholds. So the situation is very serious, I think that if we act in time, if we get enough food in the area, preposition before the rainy season, if we have enough malnutrition treatment centers, then I think we can prevent an actual disaster. “

“There is no obvious definition for a humanitarian crisis, but I think we are in a crisis situation in certain parts in South Sudan.”

Holmes expressed concern about the rising number of people facing increased levels of food insecurity, currently estimated at one-and-a-half million in South Sudan. The insecurity is mainly attributed to a shortage of rains and exacerbated by tribal conflict.

He added that if action is taken in a timely manner, food is received before the rainy season, and enough malnutrition treatment centers are set up, then a disaster situation could be averted.”

The humanitarian budget for Sudan for 2010 is five-hundred-and-thirty million dollars. Of this amount only twenty-two percent of the total budget had been raised by May. Holmes said that he will appeal to donors to accelerate their contributions despite all their other pressures.

The United Nations estimates a quarter of the population of Warrab State suffers from acute malnutrition, compared with fifteen percent for all of South Sudan, a situation Holmes said was poised to become more desperate in coming months.

He reminded the people and the government of South Sudan to focus on the development of agriculture.

Holmes' four-day mission will also take him to Darfur, an arid region gripped by civil war.
