“So we have now demarcated more than 20 percent of the ‘blue line’. Of course it’s a long process because we have to have the agreement of both parties to ensure they agree with the demarcation of the ‘blue line’ and there is also some de-mining before demarcating we have a de-mining team; so that takes some time. So that being said, as I said the parties have still some reservations on the part of the ‘blue line’ but as I said and its clear in the statement of UNIFIL that both parties have agree that although they have reservation its only for the UNIFIL to ensure that the ‘blue line’ is fully respected, the ‘blue line’ as it is.”

“I’m very concerned by the situation in Kalma Camp because also the situation can unravel to other camps. About the level of casualties the figures we have so far, we have still confirmed three dead in the camp. How all that started; it started within the camps, within the four, those opposed to the Doha talks and those who were pro Doha talks, specially with those who came back from Doha; and of course we were in full disagreement with those who was asked to reject any discussion on the peace process.”

Storyline

Alain Le Roy, the top United Nations peacekeeping official, briefed reporters today (4 August) at the UN in New York on the situation in Sudan, Darfur and Lebanon.

Sudanese are slated to go to the polls early next year to vote on whether the south should secede from the rest of the country and also to determine the final status of Abyei an oil-rich area in the centre of the country.

Le Roy said that the Southern Sudan’s Referendum Commission were still lacking a General-Secretary and operational activities. He added that in Abyei the Commission for the Referendum had not been yet established for several reasons.

Le Roy said emphasized the importance of insisting on the parties that it was “absolutely crucial” in order for peace to happen that both commissions be established.

On the situation in Lebanon following yesterday’s (3 August) violent incidents triggered by Israel’s announcement of its intention to cut down a tree in the proximity of the Blue Line, Le Roy said that UN Mission in Lebanon (UNIFIL) announced in a statement issued today that the tree was located south of the line, on the Israeli side.

Both Lebanon and Israel had some reservations regarding the Blue Line in this area when it was demarcated in 2000 as the line of withdrawal of Israeli forces from Lebanon, UNIFIL noted in a press statement.

“The parties have still some reservations on the part of the ‘blue line’ but as I said and it’s clear in the statement of UNIFIL that both parties have agreed that although they have reservation its only for the UNIFIL to ensure that the ‘blue line’ is fully respected, the ‘blue line’ as it is,” he said.

Le Roy moved on to the recent violent acts at the Kalma IDP Camp in Darfur.

Tensions in Kalma rose last week after the conclusion of the latest round of peace talks in Doha, Qatar, with some groups contending they were unrepresented. The camp was the scene of violent protests on Thursday (29 July) in which hundreds of internally displaced persons (IDPs) demonstrated.

Le Roy said that he was “very concerned by the situation in Kalma Camp because also the situation can unravel to other camps.” He added that he had confirmed three dead in the camp.

The UN-African Union Hybrid Operation in Darfur (UNAMID) said that a reconciliation committee has been mediating a peaceful settlement between the opposing sides.
