“I have had an opportunity to talk to base personnel and to the local chief. I think I have better understanding, but this is a very difficult environment. It’s absolutely necessary that we do all possible for civilian protection and to prevent these kinds of horror. But this is also a very difficult environment in which to work. Roger Meece, the United Nations (UN) Special Representative in the Democratic Republic of the Congo (DRC) visited Kibua, a village located close to where were reported incidents of rape took place in North Kivu province’s Banamukira territory.
Between 30 July and 2 August, at least 154 civilians were raped in 13 villages along a 21-kilometre stretch of road in the territory with the attackers blocking the road and preventing the villagers from reaching outside communications. Many homes were also looted.
In Kibua, Meece was briefed by UN peacekeepers, from the UN Mission’s (MOUSCO) operating base, patrolling the area to protect civilians from armed groups.
Meece said that he now has a “better understanding” of the situation and added that the UN will do “all possible for civilian protection and to prevent these kinds of horror.”
A verification team from the UN Mission in the DRC (MONUSCO) also arrived in Kibua today to investigate the incident. The team is expected to take at least a week to visit the affected villages and clarify the details of the atrocity.
