“Israel remains committed to the full implementation of resolution 1701 and looks forward to cooperating with the Security Council, the Secretary-General, the DPKO and UNIFIL in this regard. However, in Lebanon serious challenges to peace and security threaten the full realization of resolution 1701. In fact, some of these challenges are highlighted in the resolution before us. The most serious of these remains the military build-up of the Hizbullah terrorist organization. With Iranian and Syrian support through arms, training, and financing –– all of which is a flagrant violation of resolution 1701 and today’s resolution –– Hizbullah builds a deadly arsenal throughout Lebanon, including south of the Litani River and in the area of UNIFIL’s operation.”

“Israel claims to be committed to the full implementation of United Nations Security Council Resolution 1701, yet as stated by the Secretary-General in his July 2010 report, Israeli war planes ‘continue to violate resolution 170, and Lebanese sovereignty on a almost daily basis through overflights of Lebanese territory; these over flights create a tense situation and have the potential to trigger an incident that could rapidly escalate’. Further more Israel continues to blatantly and repeatedly violate Lebanese sovereignty on land and at sea, where it unilaterally established a line of buoys infringing on Lebanese territorial waters in addition to its ‘navy units dropping death charges and firing flairs around the line’, as also stated in the Secretary-General last report. Is this how Israel intends to be fully committed to the implementation of resolution 1701?”

The United Nations (UN) Security Council today (30 Aug) voted unanimously to extend the mandate of UN Interim Force in Lebanon (UNIFIL) in south Lebanon for another year.
Israel's Deputy Permanent Representative to the United Nations Haim Waxman expressed his country’s commitment to the full implementation of resolution 1701, but he added that still “serious challenges to peace and security threatened the full realization of resolution 1701”.
Among those threats, Waxman noted that the most serious was “the military build-up of the Hizbullah terrorist organization; with Iranian and Syrian support through arms, training, and financing.”
Lebanese Ambassador Nawaf Salam noted that as Israel claimed to be committed to the full implementation of UN Security Council Resolution 1701, Israeli war planes “continue to violate resolution 1701”, by flying over Lebanese territory “on a daily basis.”
Salam added that “further more Israel continues to blatantly and repeatedly violate Lebanese sovereignty on land and at sea, where it unilaterally established a line of buoys infringing on Lebanese territorial waters in addition to its ‘navy units dropping death charges and firing flairs around the line.”
Resolution 1701, which ended the 2006 conflict between Israel and Hizbollah, calls for respect of the so-called Blue Line separating the Israeli and Lebanese sides, the disarming of all militias operating in Lebanon, and an end to arms smuggling in the area.
