The head of the United Nations atomic watchdog today (13 September) voiced “great regret” over Iran’s decision to bar two key nuclear inspectors saying that the move hinders the body’s investigation into the country’s nuclear programme.

International Atomic Energy Agency (IAEA) Director General Yukiya Amano expressed “full confidence in the professionalism and impartiality of the inspectors concerned”, adding that they “both are very knowledgeable about the nuclear fuel cycle and have long experience in Iran.”

Addressing the IAEA Board of Governors in Vienna, he called on Iran to implement relevant Security Council resolutions and the Additional Protocol, a set of safeguards aimed at boosting the agency’s ability to ensure that a State does not have undeclared nuclear material.

Iran’s nuclear programme – which its officials have stated is for peaceful purposes, but some other countries contend is driven by military ambitions – has been a matter of international concern since the discovery in 2003 that the country had concealed its nuclear activities for 18 years in breach of its obligations under the Nuclear Non-Proliferation Treaty (NPT).

The IAEA head also said that there is still a lack of clarity among Member States in the Middle East on the possible establishment of a nuclear-weapon-free zone in the area.

He noted that in August he visited Israel where, “at the highest political level” he “conveyed the General Conference’s concern about the Israeli nuclear capabilities and invited Israel to consider acceding to the NPT and placing all its nuclear facilities under comprehensive IAEA safeguards.”

In his address, the Director General also noted that Syria has not fully cooperated with the IAEA over its Dair Alzour site, which has been alleged by some to be the site of a nuclear reactor, and other locations. He said that it is “critical that Syria positively engage with the Agency on all of these issues without further delay.”

On the Democratic People's Republic of Korea’s (DPRK) nuclear programme, he reiterated that it “has not permitted the Agency to implement safeguards in the country since December 2002”. He urged the DPRK “to fully implement all relevant nuclear non-proliferation obligations.”

The IAEA's 35-nation Board of Governors is meeting to discuss the Agency’s work on nuclear verification, safety, security and the peaceful use of nuclear technologies. The Board, which meets five times a year at the IAEA headquarters Vienna, Austria, is the IAEA’s policymaking body.
