Storyline

The UN Security Council delegation concluded their two-day stay in the Southern Sudanese capital of Juba with a visit to the Dr. John Garang’s Unified Memorial Police Training Academy in the nearby town of Rajaf where they underscored their commitment to punctual peaceful and credible referenda in Southern Sudan and the disputed region of Abyei that are consistent with the terms of the Comprehensive Peace Agreement (CPA).

United States Ambassador Susan Rice said that the visit was a follow-up to the UN High Level Meeting on Sudan in New York in September where the CPA parties adopted a communiqué reaffirming that the two referenda will be conducted on time, the results will be respected and that steps will be taken to prepare for the future regardless of the outcome.

SOUNDBITE (English) Ambassador Susan Rice, Permanent Representative, United States, United Nations:
“We have come to Sudan to underscore that the Security Council and the international community are united in its determination to support the parties to conduct on time peaceful and credible Referendum consistent with the terms of the comprehensive peace agreement.”

Rice added that the core responsibility for implementing the CPA and ensuring that it is fully respected lies with the Government of Southern Sudan as well as the national government based in Khartoum.

The visit to the police training academy was particularly significant because the Southern Sudan Police Services (SSPS) will play a central role in crowd control and the securing of polling centers and ballot boxes during the January 2011 self-determination referendum in the South.

SOUNDBITE (English) Major General Gier Chuang Aluong, Internal Affairs Minister, Government of South Sudan:
“The UN has been one of the key components in the support we are getting in development of the community, actually training these new recruits they have given us good support that has complimented what the Government of South Sudan has done.”

Since last July, UN Police advisers have trained over 11,500 police officers on referendum security, said UNMIS Police Commissioner Rajesh Dewan.

An initial group of 5,400 police cadets who began to receive instruction at the Rejaf training facility in January is expected to graduate in late October, and a second group of 4,000 cadets will subsequently start their training.

SOUNDBITE (English) Rajesh Dewan, Police Commissioner, UNMIS:
“With the best of available recourses, we will try our level best to see that they are trained to be maximum potential.”

The Security Council delegation traveled to Darfur today and its members will complete their four-day visit to Sudan in the national capital of Khartoum on Saturday, 9 October.
