Terje Roed-Larsen, the United Nations (UN) Secretary-General’s Special Representative concerning the implementation of resolution 1559, after briefing the Security Council today (28 October), told reporters that the Middle East is at an "extremely critical juncture."

Roed-Larsen compared the region to a tent standing in the middle of “a hurricane blowing up”, and that tent is “critically upheld by two poles. One is the Palestinian one, and the other one is the Lebanese.”

He said that “if one of those poles crack, the whole tent will go down.”

UN Secretary-General Ban Ki-moon in his latest report on resolution 1559 voiced concern about the recent escalation in political tensions in Lebanon and urged all parties to focus on strengthening the country’s sovereignty and security and on resolving outstanding issues such as the presence of armed militias.

United States Ambassador Susan Rice, reading from a prepared statement, welcomed the Secretary-General’s report, “particularly its candid portrayal of the continuing threat to Lebanese sovereignty and security posed by the presence of Hezbollah and other armed militias in Lebanon.”

She expressed concern about “Hezbollah destructive and destabilizing influence in the region, as well as the attempts by other foreign players, including Syria and Iran to undermine Lebanon’s independence and endanger its stability.”

Rice cited Syria issuance of 33 arrest warrants for senior Lebanese officials and foreign nationals as directly undermining “Lebanon’s sovereignty as well as Syria’s stated commitment to respect Lebanon’s sovereignty and independence.”

Additionally, she said, “Syria continues to provide increasingly sophisticated weapons to Lebanese militias, including Hezbollah.”

Adopted in 2004 amid concern about high tensions within Lebanon, resolution 1559 calls for free and fair elections, an end to foreign interference and the disbanding of all militias.

Syrian Ambassador Ambassador Bashar Ja'afari responded to Rice, saying that she “gave credibility to wrong facts, wrong information related by those who prepared the Secretary-General’s report on the implementation of 1559.”

The Secretary-General, in his report, noted that recent security incidents highlight the need for Lebanese security forces to do more to prevent and respond to acts of violence, and for the Government and all relevant political leaders to make clear that such acts will not be tolerated.
