“To my regret, the Agency has not had inspectors in the DPRK since April last year, and the DPRK has not permitted the Agency to implement safeguards in the country since December 2002. I urge the DPRK to fully implement all of the relevant resolutions of the General Conference and the Security Council. As the only multilateral organization for nuclear verification, the IAEA has an essential role to play in verifying the DPRK’s nuclear programme.”

“Iran is not implementing the requirements contained in the relevant resolutions of the Board of Governors and the Security Council, including implementation of the Additional Protocol, which are essential to building confidence in the exclusively peaceful nature of Iran’s nuclear programme. In particular, the Agency needs Iran’s cooperation in clarifying outstanding issues which give rise to concerns about possible military dimensions to its nuclear programme, including by providing access to all sites, equipment, persons and documents requested by the Agency.”

“Syria has not cooperated with the Agency since June 2008 in connection with the unresolved issues related to the Dair Alzour site and some other locations. As a consequence, the Agency has not been able to make progress towards resolving the outstanding issues related to those sites.”

The International Atomic Energy Agency (IAEA) Director General, Yukiya Amano, today delivered a report to the 35-nation Board of Governors at its Vienna headquarters, which met to discuss the Agency's work on nuclear verification, safety, security and the peaceful use of nuclear technologies.
In his opening statement, Amano briefed Member States on the implementation of nuclear safeguards in Syria and Iran and the status of safeguards in the Democratic People's Republic of Korea (DPRK).
On the DPRK, Amano said that he regretted that the Agency had not had inspectors in the country since April last year, and that the DPRK had not permitted the Agency to implement safeguards in the country since December 2002.
Amano urged the DPRK to fully implement all of the relevant resolutions of the General Conference and the Security Council.
Concerning Iran’s nuclear issue, Amano again reiterated the theme of previous reports that Iran was not cooperating sufficiently to prove that its nuclear programme was for the purely peaceful purpose of supplying energy, as it says, and not for building an atomic weapons, as many other countries contend.
Referring to the Implementation of the Non Proliferation Treaty (NPT) Safeguards Agreement in the Syrian Arab Republic, Amano said that Syria had not cooperated with the Agency since June 2008 in connection with the unresolved issues related to the Dair Alzour site and some other locations; thus the Agency had not been able to make progress towards resolving the outstanding issues related to those sites.
Other items in his statement included the IAEA's on-going efforts in
the field of cancer control, the expansion in global use of nuclear energy and arrangements to ensure supply of nuclear fuel.
The Board of Governors generally meets five times per year, in March and June, twice in September and in December.
At its meetings, the Board examines and makes recommendations to the General Conference on the IAEA´s accounts, program, and budget and considers applications for membership.
It also approves safeguards agreements and the publication of the IAEA´s safety standards and has the responsibility for appointing the Director General of the IAEA with the approval of the General Conference.
