Storyline

The Security Council heard a briefing today (10 December) by the committee established to monitor the implementation and compliance of sanctions on Iran.

The Chair of the Committee, Tsuneo Nishida of Japan told the Council that during the reporting period, Member States reported “two separate incidents of violations of paragraph 5 of resolution 1747, which imposes a ban on the export and the procurement of all arms and related material from the Islamic Republic of Iran.”

The reported incidents, which occurred within the last three months, include the seizure in Italy of seven tons of RDX, a powerful explosive, intended for shipment to Syria, as well as the confiscation of 13 shipping containers in Nigeria carrying weapons to an unknown destination.

Days after the five permanent members of the Security Council plus Germany and the European Union held a meeting with Iranian authorities in Geneva to discuss Iran nuclear programme, British Ambassador Mark Lyall Grant told the Council that for the dual track strategy of pressure and dialogue to succeed, “rigorous implementation by states of the measures contained in resolution 1929 and the Council’s previous resolutions is essential.”

He added that the newly reported contraventions of Security Council resolutions are “part of a pattern of violations.”

Russian Deputy Ambassador Konstantin Dolgov cautioned “all members of the international community” to strictly adhere to the enforcement of the sanctions regime established on Iran, “and not go beyond those boundaries.”

He called “for a solution to the problem through dialogue and negotiation with the Iranian side.”

United States Ambassador Susan Rice recognized Iran’s right to a peaceful nuclear programme and insisted that Iran “fulfil the obligations that come along with those rights.”

She said that “Iran’s choice remains clear” and that if it refuses to cooperate, “its isolation will only grow.”

During Iran’s President Mahmoud Ahmadinejad’s last visit to the United Nations in New York, he told UNifeed that “when one side is threatened you cannot negotiate under threat” and “the other side has to respect the equal rights of the other and understand that coercion and pressures are useless.”

The Iranian Government insists they are only seeking nuclear energy for peaceful purposes, but other countries have expressed concerns that Iran is pursuing the development of nuclear weapons.
