Storyline

Haiti’s Finance Ministry was severely damaged during last year’s earthquake, throwing the country into further economic disarray. An emergency recovery project provided prefab offices and now the ministry’s 500 employees are back at work.

SOUNDBITE (French) Jean-Michel Frantz Carly, Head of Accounts, Finance Ministry, Haiti:
“We had a lot of difficulties, we had to work out of the Civil Direction Building which was very difficult because it was too small and we were working in rotation shifts.”

The new prefab offices were set up under an emergency recovery project funded by the World Bank.

The Finance Ministry’s employees work in five prefab buildings, including one which houses the tax directorate. Each of the new buildings is equipped with new computers and furniture.

SOUNDBITE (French) Jean-Michel Frantz Carly, Head of Accounts, Finance Ministry, Haiti:
“When these were done in July, we moved here and really it is comfortable compared to the four months that we had over there.”

Immediately following the earthquake, the World Bank and Haiti’s Finance Ministry accelerated a budget loan which helped the government pay salaries of civil servants and meet critical expenditures. The ministry was also aided in retrieving critical data from the rubble.

SOUNDBITE (French) Roland Baudin, Minister of Finance, Haiti:
“We rapidly made it possible for the customs and the tax offices to restart collecting revenue, so that at the end of fiscal 2009 -2010, we have finished with about 80 percent of receipts that we had before the quake.”

In addition to the new ministry offices, millions more dollars in budget support from the World Bank and other international donors have made it possible for Haiti to invest in vital post-disaster infrastructures:

Back at work in a new office, Rose Kenielle Benoit talked about the new buildings being earthquake resistant.

SOUNDBITE (French) Rose Kenielle Benoit, Head of Provision, Finance Ministry, Haiti:
“This structure is earthquake resistant, so even if the aftershocks start again, we are not going to run, we are secure.”
