“The Government of Southern Sudan, on behalf of the people of Abyei, would like to express its deep disappointment that the referendum required by the CPA on Abyei did not take place. The terms of the Abyei Protocol, as well as those of the Award of the Permanent Court of Arbitration, have very clear set out the legal obligations of both parties to the CPA with respect to Abyei. Although the recent regrettable security incidents have been addresses, it is clear that a final; and lasting solution on Abyei must be found quickly.”

Haile Menkerios, the United Nations (UN) Special Representative for the Secretary-General, today (9 Feb) briefed the Security Council on the latest events in Sudan since the recent referendum in that country.
Menkerios told the Council that 7 February, marking the day referendum results, “will have to be remembered and celebrated in Sudan’s and Africa’s history as a day when the longest running civil war in the continent’s recent history came to a definitive end.”
He commended the Sudanese parties for their efforts in containing violence in Abyei and their recent commitment to resolve Abyei’s status by the end of March.
He added that the Abyei administration had agreed to withdraw the “controversial” local police units from the field into Abyei town in order to allow for the seasonal Misseriya migration and in turn the Misseriya had agreed to remove their roadblocks preventing traffic from entering the area.
Menkerios emphasized that serious challenges remained saying “those roadblocks continue to choke off the flow of food and other supplies into Abyei town.”
He added that despite tireless efforts by the UN mission in Sudan (UNMIS) to support improved inter-tribal relations, “tensions in the area continue,” and he urged the parties to redouble their efforts to keep the peace on the ground.
The African Union (AU) High level Implementation Panel for Sudan and the UN-AU Mission in Darfur (UNAMID) agreed and are presently working with the Government of Sudan to establish the required environment for the success of the Darfur Political Process.
Speaking on behalf of Thabo Mbeki, the Chairperson of the High Level Panel, Mohammed Kane, head of the African Union Liaison office, said that the AU was determined to do its best to ensure that a Darfur Global Political Agreement was concluded before the end of the Comprehensive Peace Agreement (CPA) Interim Period on 9 July.
Also at the meeting, Southern Sudan’s Minister of Regional Cooperation Deng Alor Kuol said that the region had no interest in returning to hostilities and divisions of the past, adding that their most sincere wish was to achieve “peaceful coexistence between North and South.”
Talking on behalf of the people of Southern Sudan, Kuol expressed deep disappointment that the referendum required by the CPA on Abyei did not take place.
He added “although the recent regrettable security incidents have been addresses, it is clear that a final; and lasting solution on Abyei must be found quickly.”
On Monday, the UN hailed the announcement of the official results of South Sudan’s referendum which showed that an overwhelming majority opted for secession and called on both sides to agree quickly on a host of issues stemming from the separation and to resolve the future of a disputed area.
Both UN Secretary-General Ban Ki-moon and the panel he appointed to monitor the referendum urged the sides to reach lasting post-referendum arrangements.
Following the meeting, in a presidential statement, the Council called on the international community to lend its full support to help all Sudanese people build a peaceful and prosperous future, saying it looked forward to welcoming an independent South Sudan as the UN’s 193rd member after its expected formal declaration of independence on 9 July.
