Storyline

The Security Council today (3 Mar) issued a presidential statement expressing deep concern over the recent escalation of violence in Côte d’Ivoire, especially in its capital, Abidjan, where there have been multiple reported attacks on civilians, including women.

The statement, read by China’s Ambassador Li Baodong, also shows concerned about the increasing numbers of refugees and internally displaced persons caused by the violence, and “about the risk of the resurgence of civil war”, urging all parties to the conflict ”to show utmost restraint to prevent it.”

The Under-Secretary-General for Peacekeeping Operations, Alain Le Roy, in his briefing to the Council this morning had discussed the mounting tensions in the troubled African nation, reporting an increased number of clashes, escalating violence and further incidents of the harassment of peacekeepers.

Ivorian Ambassador, Youssoufou Bamba, who represents United Nations(UN)-certified President-elect Alassane Ouattara, told reporters that he would have liked the statement to be stronger and “to condemn the atrocities perpetrating right now.”

He reiterated that the violence constitutes “genocide in the making” as government forces “are killing people along ethnic lines” as well as killing nationals “from neighbouring countries.”

The country was thrown into turmoil by former President Laurent Gbagbo refusal to leave office despite opposition Ouattara’s victory in last November’s run-off poll.

Commenting on the UN’s public apology to Belarus over a report that Belarus had supplied attack helicopters to Gbagbo in violation of an arms embargo, Bamba said that although that particular report was inaccurate, Gbagbo indeed “wanted these three helicopters to be smuggled into the country and be assembled.”

He said that this was “something we heard from credible sources of intelligence.”

The UN Mission in Côte d’Ivoire (UNOCI) reported that 50 people have died during the last week in violent clashes between the Forces de défense et de sécurité (FDS) and the Forces Nouvelles or other groups across the country. Twenty-six people died in the Abobo district alone and 200,000 people have fled the neighbourhood, according to the Mission.
