Storyline

The Security Council held consultations again today (15 March) to consider a resolution tabled by the representative of Lebanon on behalf of the Arab League, aiming to establish a no-fly zone over Libya and protecting civilians.

Ambassador Nawaf Salam met reporters outside the Council and read a statement indicating that his country, together with the Permanent Mission of Libya, had “prepared elements” related to the draft resolution being considered by the Council “as a working paper in order to move the consultations forward.”

The draft resolution, he said, in addition to the no-fly zone also called for strengthening and widening sanctions included in the recently approved resolution 1970 and for measures designed for ensuring safe passage for civilians.

Salam explained that the request for a no-fly zone came from the Arab League, which “at the same time stressed that it was against foreign intervention.”

He further clarified that “the question was raised by the Libyan themselves”, was then “endorsed by the Arab League and the Arab League now is requesting the United Nations Security Council to authorize it.”

Thousands of people have been displaced by the fighting inside Libya and are in need of help, while an estimated 260,000 people, mostly foreigners, have left Libya for neighbouring countries, including Tunisia and Egypt.
