Storyline

The United Nations (UN) Security Council held consultations again today (16 Mar) to discuss a draft resolution on Libya aimed at establishing a no-fly zone to prevent any potential aerial assault that could endanger the lives of civilians.

Later today, Libya’s Deputy Ambassador Ibrahim Dabbashi, who is not in support of Qadhafi, warned the Libyan leader was preparing a major offensive on rebel forces in coming hours.

Talking to reporters outside the Security Council, he said that Qadhafi had “lost his mind” when the “revolutionary army,” referring to the rebel forces, “started to using fighter jets in attacking his security battalions.”
The draft resolution was introduced on Tuesday (15 Mar) by Lebanon, France and the United Kingdom. The Arab League had requested that the 15-member Council impose a no-fly zone against Libyan leader Muammar Al-Qadhafi’s air force, which has been pounding cities held by his opponents.
Dabbashi expressed optimism that “an international consensus is in the process of building” and expected to see “a draft resolution accepted by all.”

The latest push for no-fly zone came as Qadhafi’s government reportedly intensified offensives in the east and west of the North African country against what began a month ago as mass protests by peaceful civilians seeking his ouster.

Dabbashi said “demonstrations are not working” adding that the Libyan leader wants “to make it war rather than peaceful demonstrations.”

In light of recent events, Qadhafi’s government has said it no longer recognizes Dabbashi or the Permanent Representative Abdulrahman Shalgham.

When asked why there is a delay in adopting a resolution, Dabbashi said that “with the peace and security there is also national interests of some countries” adding that “I can assure everyone that Qadhafi will no longer stay in Libya.”

In the meantime, UN Secretary-General Ban Ki-moon had called for an immediate ceasefire by all parties in Libya. Ban, who is currently visiting Guatemala, is keeping in close touch with discussions under way in the Security Council and last night spoke by phone with Libyan Foreign Minister Musa Kusa.

A new UN Special Envoy for Libya, Abdelilah al-Khatib, left Libya today after two days of talks in Tripoli in which he called for a firm commitment by the Government to end hostilities and ensure humanitarian access.
