“The Secretary-General emphasized that Libya must seize all hostilities immediately and that those responsible for human rights violations will be held accountable. The Secretary-General added that he would do all he could to fulfil his responsibilities to coordinate closely with members states on a common effective and timely response as mandated by Security Council Resolution 1973.”

The United Nations (UN) Spokesperson today (18 Mar) informed journalists that Secretary-General Ban Ki-moon was in Spain where he met with Prime Minister Jose Luis Zapatero and Spaniard Foreign Minister Trinidad Jimenez.
Martin Nesirky said that following his meetings the Secretary-General told media that Libya “must seize all hostilities immediately.”
He added that those responsible for human rights violations would “be held accountable.” Nesirky said Ban also noted that he would do all he could to fulfil his responsibilities and coordinate closely with Members States on a common effective and timely response as mandated by Security Council Resolution 1973.
The Security Council yesterday (17 Mar) passed a resolution permitting the use of all necessary measures, including the imposition of a no-fly zone, to prevent further attacks and the loss of innocent lives in Libya, where the regime of Muammar al-Qadhafi has conducted a military offensive against citizens seeking his removal from power.
Acting under Chapter VII of the UN Charter, which provides for the use of force if needed, the Council adopted the resolution by 10 votes to zero, with five abstentions, authorizing Member States “to take all necessary measures to protect civilians and civilian populated areas under threat of attack in the Libyan Arab Jamhariya, including Benghazi, while excluding an occupation force.”
The abstentions included China and Russia, two permanent members with veto power, as well as non-permanent members Brazil, Germany and India.
