8. SOUNDBITE (French) Alain Juppé, Foreign Minister, France:
"Our American friends are in some extent reluctant of the idea of a large political conference if this conference is not before prepared by the pre-agreement of the parties and that's exactly what we have proposed. We think it’s necessary to have an agreement of both Palestinian and Israelis on the parameters we are proposing. So we are still working on those ideas and I think there will be a positive development during the next weeks."

Storyline

French Foreign Minister Alain Juppé met with United Nations (UN) Secretary-General Ban Ki-moon today (7 June) to discuss his Government’s efforts to re-launch the stalled peace talks between Israelis and the Palestinian Authority.

While addressing the press following his meeting with Ban, Juppé said “the past decades have shown that you need determination and tenacity to be involved in this situation.” He added that “we have tenacity and we'll continue to move forward."

Calling the status quo in the Middle East unsustainable, Juppé pointed out that the French proposal calls for a negotiating platform for the two stakeholders, Israelis and Palestinians, to start a dialogue.
France has proposed holding an international conference on the Middle East conflict in Paris in July.
Juppé noted that United States Secretary of State Hilary Clinton has expressed both interest and some reservation to the proposal.

“Our American friends are in some extent reluctant of the idea of a large political conference if this conference is not before prepared by the pre-agreement of the parties and that's exactly what we have proposed,” he said.

According to Juppé, the Palestinian Authority has responded positively to the proposal while the Israelis continue to discuss it. An answer is expected in the coming days, he added.

Turning to Libya, he said that the military action in the country follows the recently adopted Security Council resolution 1973 which calls on national or regional organizations or arrangements to take all necessary measures to protect civilians under threat of attack.

“We are targeting military goals; military objectives and we are avoiding any civilian casualties,” he added.

During a meeting earlier today with Secretary-General Ban, Juppé pointed out that Ban acknowledged the lack of progress on the Middle East situation and hoped that the French proposal will go in the right direction.
