“We are particularly concerned about reports there are, the loading of and preparation for the spinning of centrifuges at the Qom facility which is a flagrant and blatant violation of existing sanctions and at the same time we underscored the importance of continued toughened enforcement of the sanctions regime that exists under 1929 and its predecessors.”

Security Council members today (7 September) expressed concern about Iran’s nuclear programme, after hearing a briefing from Ambassador Néstor Osorio of Colombia, chair of the committee monitoring sanctions imposed on Iran.

United States (US) Ambassador Susan Rice condemned Iran’s “persistent refusal to fulfil its international nuclear obligations” and said that Iran’s actions “underscore the continuing necessity of full enforcement of sanctions” in order to “deny Iran the ability to advance its prescribed programmes.”

French Ambassador Martin Briens, commenting on Iran’s nuclear enrichment activities, asked why Iran is transferring its 20 percent uranium enrichment activities to the Qom nuclear facility, “a bunkerised installation which is suited for military use.”

Twenty percent uranium enrichment is considered military weapons grade. Tehran has alleged that its enrichment programme is needed for civilian uses.

Russian Ambassador Vitaly Churkin, meanwhile, stressed the need to solve any differences through dialogue and “find a compromise solution that would enable us towards the stated aim: namely to eradicate any doubt about the purely peaceful nature of Iran’s nuclear programme.”

Outside the Council, Rice told reporters that the loading and preparation of centrifuges at the Qom facility was “a flagrant and blatant violation of existing sanctions.”

Rice called for the sanctions committee to make public a report by a UN panel on Iran's nuclear activities.

She expressed “dismay and concern” that unidentified members of the committee “are not amenable at this stage” to the publication of the report on the panel’s website.

She said that such actions “violated the principles and the purposes of transparency for which the committee and the panel were established.”

The International Atomic Energy Agency (IAEA) recently submitted a report that Iran has continued to make advances in uranium enrichment beyond its needs for civilian applications.
