We will look to China to continue to explain and clarify its understanding of what did or didn’t transpire and at this point we will work with them and through the committee to ensure that the arms embargo is fully respected.”

“It is past time for a strong resolution that contains meaningful measures to increase the pressure on the Assad regime. And we are working with partners from Europe and elsewhere towards that end. We think there is a solid base of support for additional measures. There is still no unanimity and there are obviously some countries that prefer to go slow with respect to certain measures.”

“We strongly condemn any excessive use of force by authorities in any case and in this case South Sudan against civilians of any sort. Now, we don’t know fully the details of what transpired in this instance. We understand that the United Nations is looking at it carefully. From a US point of view we have expressed our grave concern to the Southern Sudanese authorities about the treatment of this individual, regardless of what the circumstances preceding and in that moment may have been.”

United States (US) Ambassador Susan Rice today (7 September) spoke to reporters outside the Security Council, addressing a number of issues currently on the Council’s agenda.
Concerning recent allegations that Chinese companies had sold weapons to Muammar Qadhafi's regime as recently as July, Rice said that she expected China “to continue to explain and clarify its understanding of what did or didn’t transpire” and added that at this point the US “will work with them and through the committee to ensure that the arms embargo is fully respected.”
Regarding the situation in Syria, the US Ambassador said that “it is past time for a strong resolution that contains meaningful measures” in order to increase the pressure on President Bashar al-Assad’s government.
She noted that although there is “a solid base of support for additional measures,” there is still "no unanimity and there are obviously some countries that prefer to go slow with respect to certain measures.”
Responding to reports that South Sudanese police officers assaulted Benedict Sannoh, the human rights director of the UN Mission in South Sudan (UNMISS), Rice condemned “any excessive use of force by authorities in any case and in this case South Sudan, against civilians of any sort.”
She pointed out that full details are not yet known but “the United Nations is looking at it carefully.”
