We all know what full cooperation with the IAEA looks like. Mr. President, this is not even minimal cooperation.”

Storyline

The Security Council today (21 March) heard a briefing by Nestor Osorio, Chair of the Iran Sanctions Committee, who reported a number of alleged violations to the Sanctions regime imposed on Iran over its nuclear programme.

Among other violations, Osorio reported an illicit transfer of arms between Iran and Syria as well as “the launch of the Navid satellite into space using Iran’s Safir space launch vehicle as announced by Iran on 3 February 2012.”

Such a launch would be in violation of the regime, as noted by the French delegation in a briefing to the Committee on the similarities between ballistic and space technology.

United States Ambassador Rosemary DiCarlo, in her briefing to the Council, said that Iran’s “illicit nuclear programme” represents “a grave danger to international peace and security”, adding that the current situation was “unsustainable and dangerous.”

DiCarlo warned that the lack of “swift and serious progress to resolve the international community’s doubts about Iran’s nuclear programme” would bring “further instability in an already tense region.”

The US Ambassador said that Iran has “chosen to stonewall” efforts by the International Atomic Energy Agency (IAEA) to bring it into compliance, twice denying requests to visit a nuclear facility at Parchin, where Iran “may have conducted high explosive tests related to the development of a nuclear weapon.”

She said that “we all know what full cooperation with the IAEA looks like” and added that “this is not even minimal cooperation.”

Di Carlo stressed that the United States “remains determined to prevent Iran from acquiring a nuclear weapon” through “a comprehensive diplomatic approach which includes substantive engagement and unprecedented pressure.”

Talks between Iran and the so called P5 + 1 countries will resume next month after a European Union initiative in an effort to overcome long standing concerns over Iran’s nuclear programme.
