Storyline

The Security Council met in closed consultations today (3 May) to discuss the situation in the Democratic Republic of the Congo (DRC).

The president of the Council, the Permanent Representative of Azerbaijan, H.E. Agshin Mehdiyev, later read out a press statement in which the Council expressed their “serious concern” over the recent attacks by armed groups in eastern Democratic Republic of the Congo, in particular former elements of the Congrès National pour la Défense du Peuple (CNDP), under the leadership of Bosco Ntaganda, against the Armed Forces of the Democratic Republic of the Congo (FARDC).”

The Council members called for “an immediate end to the rebellion.”

They also expressed deep concern over the worsening security and humanitarian situation in the area, and particularly the increasing number of displaced persons in the Democratic Republic of the Congo and refugees in neighbouring countries.

The statement also highlighted the “the importance of addressing the underlying issue of the creation of a national army, including by ensuring proper integration and vetting of former armed groups in particular the CNDP into the FARDC.”

It stated that “the need for all crimes, including crimes against women and children, to be expeditiously investigated and the need for all perpetrators of those crimes, in particular Bosco Ntaganda, to be brought to justice.”

Fighting has resumed in eastern DRC in recent weeks between Government forces, dissident groups and militia, causing immense suffering for civilians who are experiencing displacement, human rights violations, and loss of property.

Local residents recently expressed fear and confusion over the situation, and not knowing who is in charge.

General Bosco Ndaganda aka “Terminator” is wanted by the International Criminal Court (ICC) for crimes against humanity and using child soldiers for war.

Some members of ex-National Congress for the Defence of the People (CNDP) loyal to Bosco have recently deserted from the integrated FARDC.

CNDP rebels were integrated into the Congolese national army in 2009 under a peace deal. They claim they deserted from the FARDC due to bad living conditions, poor pay, and lack of promotions among other issues.
