“On 10 May, 2012, the Republic of South Sudan completed its promised redeployment from Abyei area of the seven hundred members of the South Sudan police force, six days earlier than the deadline mandated by the Council. The police forces were transported by UN vehicles to villages and localities out of Abyei area, precisely in Twic County in South Sudan.”

Despite that act of peace, the Republic of Sudan has regrettably continued to launch attacks against the territory of South Sudan and its people.”

“What the Government of South Sudan called a withdrawal from Abyei is a kind of a phony withdrawal, a kind of media propaganda to embarrass the Government of Sudan, because withdrawal should take place according to the agreement which the two parties concluded in Addis Ababa last year in the 20th of June, I mean 20th of May, which stipulates that the two parties should withdraw from Abyei simultaneously, first, and then an administrative government should be instituted in Abyei so to avoid any vacuum in Abyei. This didn’t happen.”

As the Security Council deadline for Sudan and South Sudan to withdraw forces from Abyei and resume talks passed today (16 May), the two countries representatives at the United Nations (UN) offered opposing views on the matter.
South Sudan’s new Permanent Representative, Ambassador Francis Nazario told reporters that seven hundred members of the South Sudan police force redeployed from Abyei on 10 May, 2012, “six days earlier than the deadline mandated by the Council” and “were transported by UN vehicles to villages and localities out of Abyei area, precisely in Twic County in South Sudan.”
Nazario also explained that “in the interest of peace” South Sudan had also withdrawn its armed forces from Abyei as well as from Heglig, “and has formally accepted the calls of the UN and the African Union for a full cessation of hostilities.”
He added that “despite that act of peace, the Republic of Sudan has regrettably continued to launch attacks against the territory of South Sudan and its people.”
For his part Ambassador Hassan Hamid Hassan of the Republic of Sudan argued that “what the Government of South Sudan called a withdrawal from Abyei is a kind of a phony withdrawal” and “a kind of media propaganda to embarrass the Government of Sudan.”
He noted that according to the agreement subscribed by both parties last year in Addis Ababa, “the two parties should withdraw from Abyei simultaneously” and “an administrative government should be instituted” in order to avoid a power vacuum in Abyei.
Hamid Hassan stressed that “this didn’t happen.”
The Security Council established the UN Interim Security Force for Abyei (UNISFA) in June last year following an outbreak of violence after Sudanese troops took control of the area, displacing tens of thousands of people weeks before South Sudan became independent in July 2011 after seceding from Sudan.
A referendum that would have determined the status of Abyei in January last year failed to take place amid disagreements on voter eligibility.
Efforts to establish temporary administrative arrangements for Abyei also foundered because both sides were reluctant to withdraw their forces from the area.
