A senior UN official on Monday (19 November) visited Shifa Hospital in Gaza City to express his condolences to those who have lost family and friends or were injured in the current escalation of violence.

The Director of the UN Relief and Works Agency (UNRWA) Gaza Operations, Robert Turner said he wanted "to see, at first hand, the dreadful price this conflict is exacting on the people of Gaza".

His visit came a day after after at least ten members of the same family, mostly women and children, were killed. “These are not the first children to have died. Unless immediate pressure can be brought to bear on the parties, they will not be the last, Turner told a press conference at the hospital.

Turner deplored “the tragic loss of life that we are witnessing, and condemn – as all people of conscience must – the death of civilians".

He called for "restraint, a de-escalation of the military action, and for all sides to abide by their obligations under international humanitarian law, the main aim of which is to protect civilians”.

Turner said that despite the "terrible circumstances", which had already claimed one UNRWA staff member, UNRWA’s intent was to continue the delivery of services to Palestine refugees in Gaza.

The vast majority of the agency’s health centres have remained open throughout the fighting, but he noted that even before the recent escalation there were significant shortages of medicines and supplies, and called for "urgent support" to the health sector.

Turner said that UNRWA’s food distribution programme would continue as the situation allowed. UNRWA staff distributed food aid for more than 12,000 people throughout Gaza on Sunday alone.

The agency was also mitigating public health risks through the provision of solid waste collection services in the eight refugee camps across Gaza. With the 245 UNRWA schools forced to close, UNRWA TV – the agency's distance learning initiative – continued to broadcast 12 hours of lessons per day, to allow for the education of 225,000 UNRWA students to continue despite their inability to attend school.

Turner echoed UN Secretary General Ban Ki-moon’s call on all parties to redouble their efforts to find a just and lasting solution to the question of Palestine, based on international law and UN resolutions.

He said that "failure to do so perpetuates an environment in which violence prevails over dialogue.”
