The head of the UN's nuclear watchdog agency today (29 November) said he was “unable to report any progress” on verifying the peaceful nature of Iran's nuclear programme, and said a diplomatic solution should be pursued "with a sense of urgency".
The Director General of the International Atomic Energy Agency (IAEA), Yukiya Amano was delivering a statement to the agency's Board of Governors.
Amano said the agency had continued its “intensive efforts” to resolve the outstanding issues related to Iran’s nuclear programme, but no concrete results had been achieved.
He recalled that the IAEA has information indicating that Iran constructed “a large explosives containment vessel at the Parchin site in which to conduct hydrodynamic experiments”, and said that despite repeated requests, Iran was still denying access to the site.
At the same time, satellite imagery showed that “extensive activities, including the removal and replacement of considerable quantities of earth, have taken place at this location”, and Amano said he was concerned “that these activities will have seriously undermined the Agency’s ability to undertake effective verification”.
He requested Iran once again to provide immediate access to that location and “substantive answers to the Agency’s detailed questions regarding the Parchin site and the foreign expert”.
Amano noted that it was now one year since he had outlined the basis for the agency’s concerns about possible military dimensions to Iran’s nuclear programme, and called for Iran to agree to and implement the structured approach.
He said there was “an opportunity to resolve the Iranian nuclear issue diplomatically. Now is the time for all of us to work with a sense of urgency and seize the opportunity for a diplomatic solution.”
The 35-nation Board of Governors is meeting to discuss the IAEA's work on nuclear verification, safety, security and the peaceful use of nuclear technologies. The Board, which meets five times a year at the IAEA headquarters in Vienna, Austria, is one of the IAEA's main policymaking bodies.
