Storyline

Haiti launched a National Plan to eliminate Cholera from the country yesterday (27 February) in a ceremony attended by Nigel Fisher, the head of the United Nations mission there (MINUSTAH), among other partners from the international community.

This 10 year-long plan is the first major concerted program to eliminate the disease which caused much trauma in the country following the January 2010 earthquake that devastated the Caribbean state.

SOUNDBITE (French) Nigel Fisher, Special Representative of the United Nations Secretary-General in Haiti:
“I would like to praise the determination of Haitian people to eliminate this plague, which already claimed the lives of about 8,000 people and has directly affected 650,000 others since October 2010.”

The proposed plan will consist of three periods of actions, from 2013 until 2022, aiming to reform the water, sanitation and health system in Haiti.

SOUNDBITE (French) Florence Duperval Guillaume, Haitian Minister of Health:
“The ministry asks the support of you all. We should definitely walk hand-in-hand and look in the same direction to rebuild this country and make it a more livable place.”

And the plan is expected to top a total of 2.2 billion dollars in investments.

SOUNDBITE (English) Nigel Fisher, Special Representative of the United Nations Secretary-General in Haiti:
“It’s a big challenge. We have to raise literally billions of dollars. And this requires sustained support and commitment. That’s what we are here for. We, all of us partners, have a moral obligation to stay the course with Cholera. Not just to lower the incidence of Cholera, but to eliminate it from Haiti.”

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) already pledged more than 125 million dollars last December for its Cholera program in Haiti, out of which some 19 million dollars have already been received.

SOUNDBITE (French) Florence Duperval Guillaume, Haitian Minister of Health:
“We should come out of this emergency situation and put together plans for permanent actions. That’s why we now have a plan. But we already started in January 2012 with an appeal for action, which was followed up with the Bahia resolution where we put together a coalition. Then we had the agreement of the United Nations Secretary-General Ban Ki-Moon and the Prime Minister which guarantees us a commitment, particularly from the United Nations to achieve permanent actions.”

The launch came just a few weeks after Secretary-General Ban Ki-moon’s announcement that the United Nations would not be able to compensate cholera victims in Haiti.
