Israel must immediately and without preconditions stop all settlement expansion and begin withdrawing its settlers from the Palestinian territories, a UN expert group urged today (18 March).

Palestinian representative Ibrahim Khrashi criticised recent comments from Israeli politicians in support of the settlements and said the building of settlements led to a policy of apartheid and warned that “the establishment of settlements in the occupied state of Palestine, kills any possibility to achieve the two-state solution.”

The delegate for the European Union, Mariangela Zappia, called on the Government of Israel “to stop settlement expansion in all its forms” and expressed “deep dismay and strong opposition to the latest Israeli settlement plans.”

Also addressing the Council in Geneva, Christine Chanet, who heads the fact finding mission into Israeli settlements, said that settlements are “fragmenting” the Palestinian territories in contravention of the Geneva Convention, “making it impossible for the Palestinian people to dispose of this land.”

Chanet, was presenting a report commissioned by the Council that deemed that the settlements were leading to Palestinians' human rights "being violated consistently and on a daily basis."

The remarks came two days ahead of a visit by U.S. President Barack Obama who has urged Israel to halt settlement on land that Palestinians seek for a state. Israel has come under widespread international criticism for ramping up its construction of settlements in the Palestinian territories, notably in occupied east Jerusalem. In December and January, Israel announced plans to build more than 11,000 new houses in the West Bank and East Jerusalem.
