The United Nations (UN) head of Political Affairs today (25 April) welcomed an agreement between Somali President Hassan Sheikh Mohamud and the Somaliland administration to continue dialogue and increase co-operation, and said that “a lot more work is needed to tackle the inevitable challenges that will arise in the development of a federal system in Somalia.”

Jeffrey Feltman was briefing the Security Council on the situation in Somalia where, he said, the African Union Mission in Somalia (AMISOM) was reaching its “operational limit” in terms of holding and expanding areas under its control.

Feltman said that “innovative thinking” was required to address this challenge and added: “Additional resources, including enablers and force multipliers as well as the means to reconfigure AMISOM forces, are required if it is to maintain the impressive momentum of the past year.”

Feltman said that the UN continued to work with the Federal government and local Somali authorities to establish a new UN mission to support peacebuilding and statebuilding.

He also said that the Secretary-General had outlined his vision for a new United Nations Assistance Mission in Somalia: “UNAMSOM the vehicle that is designed to deliver support.”

While pointing out that the principles outlined by the Secretary-General would be critical to the success of UNAMSOM, Feltman stressed that “building Somali capacity and supporting Somali leadership will be central to our efforts to strengthen the peace process.”

But he cautioned: “results will not be achieved overnight”.

He said that if the commitment was genuine “we must be prepared to let Somalis set the timelines as well as the priorities, and keep our expectations realistic.”
